Notice on 20 19 Shandong Higher Vocational College (College) Individual Enrollment and Comprehensive Evaluation of Enrollment Work

In order to further deepen the reform of the enrollment system of classified examinations in colleges and universities in our province, and to build an enrollment model of classified examinations, comprehensive evaluation and multiple admission examinations, according to the Guiding Opinions of the Ministry of Education on Actively Promoting the Reform of the Enrollment System of Higher Vocational Education Examinations (J [2013] No.3), Notice of the General Office of Shandong Provincial People's Government on Printing and Distributing the Pilot Program of Deepening the Comprehensive Reform of College Entrance Examination in Shandong Province (Lu Zhengban [20 18] 1No.), Opinions of the General Office of the Provincial Party Committee and the General Office of the Provincial Government on Doing a Good Job in Resettlement and Rights Protection of Retired Soldiers in the Province (Luban Power Generation [2017] No.44)

I. Overall arrangement

In order to implement the deployment requirements of the state for expanding enrollment of fresh high school graduates, retired soldiers, laid-off workers and migrant workers, the independent enrollment and comprehensive evaluation enrollment of higher vocational colleges in our province were implemented in two batches in 20 19.

(1) The first batch. For our province's fresh and previous high school graduates (including equivalent academic qualifications) and retired soldiers, separate enrollment and comprehensive evaluation enrollment will be implemented. The enrollment work was carried out in April.

(2) the second batch. Laid-off workers and migrant workers in our province enroll students separately. Registration time, examination method and admission method will be notified separately.

Second, the pilot colleges and enrollment plans

There are 84 independent higher vocational colleges, and the pilot colleges are comprehensively evaluated 1 1.

Individual enrollment and comprehensive evaluation enrollment plan implement quota system, in which individual enrollment plan is divided into general category, sports specialty category, retired soldier category and technical skill category. See the attachment 1 for the quota of individual enrollment and comprehensive evaluation enrollment plan of higher vocational colleges in 20 19. Admissions institutions should arrange enrollment plans for different majors within the prescribed quota of enrollment plans.

The first batch is for individual enrollment and comprehensive evaluation enrollment, and the enrollment plan and comprehensive evaluation enrollment for ordinary and sports special students and retired soldiers are implemented; The second batch is individual enrollment, and the technical skills enrollment plan is implemented.

Individual enrollment and comprehensive evaluation enrollment plan are arranged from the annual overall plan of colleges and universities, and the unfinished implementation plan can be transferred to the unified college entrance examination (including the spring college entrance examination and the summer college entrance examination, the same below).

Third, the application requirements

(1) Registration for the college entrance examination.

Candidates who meet the registration requirements for the college entrance examination in spring and summer shall go through the registration formalities for the college entrance examination in the county (city, district) where their household registration is located on April 1 1 to 13 (working hours are from 9: 00 to 17: 00 every day) with their ID cards, household registration books, high school diplomas and other related materials.

(2) separate enrollment registration.

Candidates who have passed the 20 19 general college entrance examination in Shandong Province or enrolled in the school (including the spring college entrance examination and the summer college entrance examination) are eligible to apply for separate enrollment.

General and sports specialty students are enrolled for high school graduates. Candidates with sports expertise must also have the title of national second-class and above athletes' technical level corresponding to the sports and events they apply for, or have won the top 3 provincial-level events, the top 6 collective events, the top 6 national-level events and the top 8 collective events in high school (the grade title and competition results were obtained before March 3 19).

The enrollment of retired soldiers is for retired soldiers with household registration in our province. Candidates for retired soldiers must be retired soldiers with Shandong household registration who joined the army and worked independently after 20 1 1 year (inclusive). Retired soldiers to participate in individual enrollment registration, first of all, should go to the county (city, district) where the household registration is located for qualification examination, and issue the "Registration Form for Qualification Examination of Retired Soldiers" (see Annex 2). Then I will go to the county (city, district) where my household registration is located from April 1 1 to June 13 (working hours are from 9: 00 to 17: 00 every day) with my ID card, household registration book, original and copy of my discharge certificate and the registration form for qualification examination of retired soldiers.

Technical skills enrollment is for laid-off workers and migrant workers in our province. Registration conditions and time will be notified separately.

(3) Comprehensive evaluation of enrollment.

In 20 19, fresh ordinary high school graduates who have passed the enrollment or supplementary enrollment in Shandong province (including the spring college entrance examination and the summer college entrance examination) and meet the specific application conditions of pilot universities.

Fourth, volunteer to fill in the report.

In 20 19, the independent enrollment and comprehensive evaluation enrollment of higher vocational colleges in our province organized voluntary reporting at the same time. Candidates are required to fill in their volunteers on the higher vocational single-recruitment registration platform of the Provincial Education Admissions Examination Institute (website: /gzdz/). Each candidate can only apply for 1 pilot colleges, and individual enrollment and comprehensive evaluation enrollment cannot be applied for at the same time. Volunteer application will be arranged in April14-16,2065438 (8: 00-20: 00 every day). Candidates should carefully read the enrollment regulations published by the enrollment institutions and log in to the higher vocational single-recruit registration platform of the Provincial Education Admissions Examination Institute to fill in their volunteers within the specified time. After the candidates fill in their volunteers, they will pay the examination fee and print the admission ticket according to the time and specific measures announced by the pilot colleges.

Five, the examination time and examination (assessment) requirements

(1) Examination time.

The independent enrollment and comprehensive evaluation of higher vocational colleges are scheduled for April 2 1 day, and the specific opening time is determined by the enrollment institutions.

(2) Requirements for separate entrance examinations.

Colleges and universities should improve the form and content of individual entrance examination according to the principle of paying equal attention to cultural quality and professional skills, which is conducive to selecting and cultivating high-quality technical and skilled talents. The cultural quality examination, professional skill test and qualification examination of sports specialty students are all carried out in accordance with the relevant requirements of the Notice of Shandong Provincial Department of Education on Doing a Good Job of Independent Enrollment in Higher Vocational Colleges in 20 18 (Lu Jiao Zi [2065438+08] No.6).

Retired soldiers are exempted from the cultural quality examination, and the enrollment institutions organize occupational adaptability interviews related to the majors they apply for, and they are admitted according to the interview results. The policy of free education for retired soldiers shall be implemented in accordance with the Notice of the Provincial Department of Education, the Provincial Department of Civil Affairs and the Provincial Department of Finance on Organizing the Pilot Work of Free Education for Retired Soldiers (Lu Jiao Zi [2065 438+07] 12).

Encourage single-recruit colleges, especially new single-recruit colleges with single-recruit experience, to conduct single-recruit tests through the joint examination. The examination time of the pilot colleges that organize the joint entrance examination must be the same.

(3) The entrance examination requires comprehensive evaluation.

The comprehensive evaluation of comprehensive quality evaluation, quality test or interview in enrollment shall be carried out in accordance with the relevant requirements of the Notice of Shandong Provincial Department of Education on Organizing the Pilot Work of Comprehensive Evaluation of Enrollment in Higher Vocational Colleges (No.7 [2065438+08] issued by Shandong Education Department).

The pilot colleges and universities should submit the list of candidates (including name, gender, senior high school and ID number) who apply for the comprehensive evaluation of their enrollment to the mailbox of the Student Affairs Office of our bureau before April 20, and our bureau will submit the comprehensive quality files and academic level examinations of candidates in senior high school (including politics, Chinese, mathematics, physics, chemistry, foreign languages, history, geography, biology, information technology 10) before April 23.

Sixth, enrollment.

The provisions on independent enrollment (including exemption from examination) and comprehensive evaluation of higher vocational colleges (majors) shall be implemented in accordance with the relevant requirements of Lu Jiao Zi [2065438+08] No.6 and Lu Jiao Zi [2065438+08] No.7 respectively. Colleges and universities should strictly implement the enrollment regulations approved and published by our office, select the best candidates according to the enrollment regulations, and report the proposed enrollment list to the provincial education enrollment examination institute as required on April 28 and go through the admission procedures (the requirements for handling the admission procedures are published by the examination institute in a separate article). The proposed admission list should be publicized on the website of the admission university.

Candidates who are admitted individually or comprehensively by higher vocational colleges (specialties) will no longer participate in the unified examination for college enrollment in spring and summer. Admissions colleges and universities should clearly inform candidates of this regulation, and candidates should sign to confirm their knowledge of this regulation. After being admitted, they will no longer participate in the spring and summer college entrance examination and admission.

Seven, enrollment regulations and publicity

According to the relevant laws and regulations of the state and the relevant requirements of the Ministry of Education and our province, the enrollment colleges should seriously study and formulate the articles of association for independent enrollment and comprehensive evaluation of higher vocational colleges. The contents of the articles of association must be legal, true, accurate and standardized. To strictly regulate the enrollment propaganda behavior, the propaganda must be objective and accurate, and violations and false propaganda are strictly prohibited.

Colleges and universities should promptly submit the corresponding enrollment regulations to our bureau for review through the information management system of enrollment regulations of ordinary colleges and universities in Shandong Province (), and shall not announce them to the public in advance without review. Once the enrollment regulations are published, they shall not be changed without authorization.

Eight, strictly implement the main responsibility.

Individual enrollment and comprehensive evaluation enrollment of higher vocational colleges are both part of the national education examination. Local education administrative departments, enrollment examination institutions and enrollment colleges should attach great importance to it, strengthen the leadership of independent enrollment and comprehensive evaluation of enrollment in higher vocational colleges, strengthen organizational guarantee, strictly standardize the process, strengthen the publicity and interpretation of enrollment policies for classified examinations, and earnestly do all the work.

Enrollment colleges and universities should earnestly strengthen leadership, conscientiously implement the requirements of the Ministry of Education and our province on the implementation of the "Sunshine Project" for college enrollment, and strengthen the construction of examination conditions. The examination conditions for individual enrollment and comprehensive evaluation of enrollment must meet the Basic Requirements for Examination Enrollment in Colleges and Universities (issued by Lu Jiao Zi [2065438+08] No.26) to ensure the safety, fairness and impartiality of the examination. All testing (assessment) links for enrollment in colleges and universities shall not be entrusted to social organizations and companies, candidates shall not be required to participate in evaluation activities organized by social organizations and companies, and the evaluation results provided by social organizations and companies shall not be linked to enrollment. The cultural quality and professional skills examinations organized by institutions of higher learning shall not be located outside the domicile of the school, and the examination time of the same enrollment type and the same enrollment major shall be consistent. It is necessary to establish and improve the enrollment work mechanism of collective decision-making and mutual supervision, such as enrollment, discipline inspection and experts, focus on strengthening the supervision and inspection of candidates' registration, examination process and admission, respond to candidates' queries and questions in a timely manner, accept social supervision extensively, and ensure open procedures and fair results.

Our office will implement dynamic management and access and exit mechanism for individual enrollment and comprehensive evaluation enrollment institutions. Where the policy implementation is not strict, the management is not standardized, and the problems are outstanding, individual enrollment or comprehensive evaluation of enrollment qualifications will be stopped, and the responsibility of the school and related personnel will be investigated. All relevant units should earnestly safeguard the order of enrollment, and it is strictly forbidden to compete for students by unfair means in individual enrollment and comprehensive evaluation enrollment. Units, departments and individuals that violate the rules and regulations will be severely dealt with according to the Measures for Handling Violations in National Education Examinations (Order No.33 of the Ministry of Education) and the Interim Measures for Handling Violations in Enrollment of Ordinary Colleges and Universities (Order No.36 of the Ministry of Education). Those suspected of committing a crime shall be transferred to judicial organs for handling.

After enrollment, colleges and universities should promptly report the organization, admission, existing problems and suggestions of independent enrollment and comprehensive evaluation of enrollment in higher vocational colleges to our bureau.
