I have always attached great importance to the style of leading cadres in party member, especially party member. When it comes to the work style of leading cadres in party member, love and hate are often reflected to an extent that is hard to hide. I said in the "Analysis Materials of Party Spirit" in "Advanced Education" that my understanding of * * * and Chairman Mao was obtained from members of "rent reduction and anti-hegemony" and land reform work when I was eight or nine years old. After returning to work in Xinhua News Agency, the last part of my speech at the seven annual work conferences emphasized the construction of leading cadres' work style. However, compared with the spirit of Comrade Hu Jintao's important speech, especially the good atmosphere in eight aspects, the style of Xinhua News Agency still lags behind. Among them, I am most worried about the inaccuracy, untimely and omission of reports caused by the untrue style of some links, which will affect our performance of functions.

Truth is the life of news information, so keeping news information true, accurate and timely is the eternal theme of Xinhua News Agency's style construction, and we have been grasping it. For example, in 2003, the Socialist Party Group promulgated the Seven Provisions on Ensuring the Authenticity of News Reports; In 2004, Comrade Nan and I wrote a sincere letter to the presidents of various branches in China, hoping that they would pay attention to ensuring the authenticity of news reports from the very beginning of journalists' writing. We have always stressed that news reports should be true, accurate and timely. Truth means that reports must be objective, which is the core, and there is no reason to defend untrue reports; Accuracy means that the expression of news elements should be expressed in words, and there can be no multiple explanations of the truth; Timely means grasping the prescription on the premise of truth and accuracy. We have also repeatedly stressed that to be a good journalist, we must constantly study, investigate and think, and master extensive knowledge and first-hand information of mass practice. Generally speaking, the domestic and foreign media and all walks of life have fully affirmed the authenticity and authority of Xinhua News Agency reports. For example, Wang, deputy director of the current affairs department of Harbin Daily, said that after the central media forwarded this explosive news, we didn't report it at the first time. One of the important reasons is that we didn't find the relevant manuscript of Xinhua News Agency. On the contrary, the next day, July 16, Xinhua News Agency broadcast the full draft of "No Paper-wrapped Steamed Buns Found in Beijing Breakfast Stall". Wang said that practice has proved that the manuscripts of Xinhua News Agency are the safest and most reassuring for users.

However, we are well aware of the arduous and long-term nature of maintaining the authenticity of news, especially the complexity under the new situation. Since the beginning of this year, there have been some false reports in the domestic press, such as "the Ministry of Finance will not move to cancel the interest tax", "improving the internal declassification of stamp duty", "the opening of the Yellow River Bridge in Binzhou, Shandong Province" and "the hard life of a retired military officer", especially the TV fake news of "paper buns" is shocking, which not only damages the national image but also damages the credibility of the news media. Compared with the spirit of the Circular on Broadcasting False News by Beijing TV Station and the Circular on Further Strengthening the Management of Issues Related to News Publicity by Publicity Department of the Communist Party of China and other three departments, although there is no such serious false news in Xinhua News Agency, a few reports have been inaccurate, plagiarized and similar this year, and some important news events have also been delayed. Although the above-mentioned inaccuracies, plagiarism, similarity and late reporting are individual phenomena, they are all taboo in Xinhua News Agency. What I want to emphasize is that late reporting, omission and plagiarism also violate the essential requirements of news authenticity. Late reporting is the delay of reporting time, and omission is caused by various reasons, which will lead to the information not reaching the audience and readers in time; Plagiarism means that information collectors and authors are not in contact with information sources, which is more likely to cause false sources. Under the new situation, we must pay enough attention to this phenomenon. Facing the new way of information dissemination and fierce competition, the bottom line of journalistic professional ethics is challenged. We should further raise awareness, improve measures and pay close attention to implementation to ensure that Xinhua News Agency faithfully performs its functions.

Since the birth of Xinhua News Agency 76 years ago, Xinhua people have an eternal principle: truth is life, so it is also the eternal theme of Xinhua News Agency's work style construction. As a result, the excellent style of Xinhua News Agency characterized by diligent study, in-depth investigation, contact with the masses and reporting the truth has gradually formed. What I want to point out today is the anti-flight attendant movement launched by the whole society after the birth of New China. At that time, according to the requirements of the new situation and new tasks, the central government decided that Xinhua News Agency would implement a unified centralized management system, and branches of all provinces, autonomous regions and municipalities across the country would be the agencies of the head office to implement the final press release of the head office. "Ke Li Kong" is a typical figure in the Soviet drama Frontline during World War II. He is a journalist by profession, and his image is to write news by fabricating facts, especially to flatter leaders with backward ideological style, work style and leadership style by fabricating news. The leader is another typical character "Gorlov" in the play. Gorlov was the commander-in-chief, general and veteran of the war front at that time. In the process of actively adapting to and exerting the positive role of the market economy, there are many factors that are tempted or fooled. In the process of China's modernization and informatization, especially modern network technology has brought convenience to our news information collection and manuscript writing, and at the same time, it has provided the possibility for some editors who refuse to work hard to study investigation and on-site interviews and rely only on online retrieval materials to publish; With the development of computer technology, the past "posing" photos have developed to grafting, seamless splicing and recombination, and so on. This makes some impetuous, eager for quick success and instant benefit editors easy to forget the professional ethics and spirit of the party's journalists, and even do whatever it takes for immediate fame and fortune; * * * Some links are busy dealing with specific affairs, ignoring in-depth study and investigation, which leads to the failure of news information reporting management and loopholes in the system.

In view of the complexity of opposing "airborne troops" under the new situation, we particularly emphasize that leading cadres at all levels must constantly strengthen their study and investigation, persist in emancipating their minds, seeking truth from facts, keeping pace with the times, and not be "Gorlov". A large number of facts tell us that only by maintaining a good style of work can leading cadres persistently grasp the "three learning and education" activities, take practical institutional measures to prevent "flight attendants" and ensure the truthfulness, accuracy and timeliness of news information reporting. In this regard, the work we have done and are doing mainly includes:

First, strengthen study and training, conduct in-depth interviews and research, and prevent "flight attendants" who combine theory with practice.

I have carefully pondered the relationship between the two typical characters "Gorlov" in "Air Visitor" and "Frontline". In my opinion, Gorlov's bad style, such as not studying and researching, being content with the status quo, not making progress, liking being praised and not listening to different opinions, is an important source of the emergence, existence and even development of "air visitors" who fabricate false news. Therefore, the key to integrating the opposition to flight attendants into the actual actions of editors in the whole society lies in leadership. We demand that members of the socialist party group and leaders at all levels not only continue to do a good job in their own study and research, but also set an example. More importantly, they should face the new situation and new tasks, constantly emancipate their minds, seek truth from facts, keep pace with the times, and formulate practical measures to ensure that the style construction of the whole society is more powerful, effective and effective from the institutional mechanism, and form an institutional guarantee against "empty guests."

Learning from Comrade Hu Jintao's important speech, especially comparing with the good atmosphere in eight aspects, the main measures that the Party Group of Xinhua News Agency has taken and is taking are as follows: First, unifying ideological understanding, enhancing the awareness of performing their duties, and opposing "empty shells". Constantly emphasize that the main task of leading cadres at all levels is to pay close attention to implementation and consolidate, improve and deepen implementation according to the central government's decision-making arrangements and the development and changes of practice. On the other hand, many decision-making arrangements are not implemented, which affects the effectiveness of performing functions to varying degrees. Over the past few years, we have four profound experiences in the construction of work style: First, we should focus on performing our functions and insist on focusing on news information reporting, so as to have practical content and "grasp the hand". Second, strengthening the implementation consciousness and execution is the most important thing to strengthen the work style construction of leading cadres at present. A meeting is necessary, but it will never be a job if it is not implemented; It is necessary to issue documents, but it can never be regarded as work without implementation; It is necessary to give money, but if it is not implemented, it will never be a job. Third, unremittingly do a good job in the implementation of various decision-making arrangements, and clarify the responsibility for implementation to the responsible departments and responsible persons. Moreover, we should persist in dealing with an example of poor implementation, improve our ideological understanding and improve an implementation measure. Only in this way can we make the work style construction continue to see practical results. Fourthly, the performance appraisal system should implement Scientific Outlook on Development, and the performance of performing functions is the fundamental standard to test the construction of work style.

In the current work style construction, one of the main phenomena that need to be prevented and overcome most is "impetuous mood" and "lucky psychology". "impetuous" is easy to get quick success and instant benefit, unwilling to spend time studying and investigating, and unwilling to start from the basic work in a down-to-earth manner; "Luck" may exert its strength on "opportunism" and even get "political achievements" by any means to seek fame and fortune. Therefore, the "grand" goal and "incentive" measures to perform functions often stay in oral and written reports to superiors; One of the main problems often encountered in the implementation is "never going to the end", which is mainly due to the differences of opinions caused by the interests of departments and individuals, which makes the implementation stay in the deadlock of "offending people" and fear of offending people; The main danger often encountered in the implementation is that some * * * are faced with the situation that the deployment of the Central Committee and the socialist party group cannot be implemented, "don't talk about it" or give up halfway under the pretext of "doing it".

There are many opinions from the masses, and there are still many reasons for leading cadres to "ignore implementation" and feel at ease. In this regard, I have said some "extreme words", such as "What Xinhua lacks now is what it can say and what it can do", "Now many things have not been done or mentioned by the leaders, but they have not been implemented", "Success means persistence, and it will be ruined if you retreat", "If you want others to remain unshakable, don't waver yourself first" and so on. I also agree with Comrade Nan that we should not pay attention to implementation. "If you say no, it will be worse than saying nothing." "If you want to do something that you can't do in advance, you don't want to do it at all."

In order to enhance the consciousness and execution of leading cadres, we have taken some concrete measures: first, members of the socialist party group and leading cadres at all levels must think clearly, speak clearly and write clearly, and if there are difficulties below, they must do it themselves in time; Second, the lead department is responsible for the coordination of cross-functional matters. If there are difficulties, the leaders in charge of the organs shall preside over the coordination and settlement. If it can't be solved, it can't be delayed. Third, meetings that cannot solve practical problems will not be held, and documents without actual content will not be issued.
