What does the galactic event mean?
1On July 23rd, 993, the United States falsely accused China's "Yinhe" freighter of transporting chemical weapons raw materials to Iran, thus creating the "Yinhe" incident that shocked the world. The cargo ship Yinhe was forced to be inspected at Dammam Port. The Xinhua News Agency reporter interviewed at that time recently disclosed the whole story of the "Galaxy" incident.
At present, China has sent writers and photographers to more than 65,438+000 countries and regions. They used their hard work and sweat to truly and vividly record the ever-changing world historical process from different aspects. The newly published Witness of Unexpected Events, edited by Lu and published by Xinhua Publishing House, reveals many little-known historical events with first-hand information and documentary style.
This article is excerpted from the book Witness of Unexpected Events, originally titled Blue Sea and Wei. The author Chen Wenru 1970 is engaged in journalism. He used to be a senior reporter of Xinhua News Agency, including the reporter of Kuwait Branch, the chief reporter of Aden Branch, the director of Sana 'a Branch, the chief reporter of Abu Dhabi Branch, and the director of the foreign branch management department of the Foreign Affairs Bureau of Xinhua News Agency.
1 on the afternoon of September 4th, 9931,the inspection results of China on the cargo ship Yinhe were announced at Dammam Port in the Persian Gulf. A few minutes later, I sent the inspection report signed by the representative of China Saudi Arabia and the American consultant from Dammam-Yinhe does not contain thiodiglycol and thionyl chloride, and the inspection team leader in China issued a statement that Yinhe is innocent. On July 23rd, the United States accused China's cargo ship "Yinhe" of transporting two chemical weapons precursors, thiodiglycol and thionyl chloride, to Iran, and created the "Yinhe" incident that shocked the world. The cargo ship Yinhe was forced to be inspected at Dammam Port. As a live reporter, I pay close attention to the development of the situation day and night. As a native of China, I have witnessed the outrageous behavior and arrogant attitude of Americans who ignored China's sovereignty and hurt China's feelings. My inner anger and anger have already been suppressed, and I want to generate it. So as soon as the inspection report was published, I immediately grabbed the news and let this exciting news spread all over the world as soon as possible.
Before coming to Dammam, I worked as the chief reporter in Abu Dhabi Branch of Xinhua News Agency, covering the Arab countries in the Gulf, including Saudi Arabia. After the "Yinhe" incident, I was assigned to join the Chinese inspection team and went to Dammam Port to report on the cargo inspection of the "Yinhe" cargo ship. At that time, two diplomats from the Embassy and Consulate of China in the United Arab Emirates were with me.
Blue Sea, Danxin, fierce wave
"Yinhe" is an all-container cargo ship owned by China Ocean Shipping Corporation. On July 7th, 1993, the ship set sail after loading in Tianjin Xingang as planned, passing through Shanghai-Hong Kong-Singapore-Jakarta, and finally * * * loaded 628 containers for the Middle East. It is expected to arrive at Dubai Port in Persian Gulf on August 3rd to unload the cargo, and then go to Dammam Port and Kuwait Port in Saudi Arabia.
However, the United States has created a vicious wave out of nothing. On July 23rd, on the grounds of obtaining information, it was accused that the China-registered cargo ship Yinhe departed from Dalian Port on July 15, carrying thiodiglycol and thionyl chloride, two raw materials for manufacturing chemical weapons, and was heading for bandar abbas. U.S. officials also plausibly claimed that the U.S. government demanded that the China government take immediate measures to stop this export, and threatened to impose sanctions on China otherwise. In another negotiation with the Ministry of Foreign Affairs of China on August 3, the United States even asked the China government to order the "Galaxy" to return to its starting point; Or Americans board the ship for inspection; Or just stay somewhere and wait. The United States also spread false information to countries where cargo ships planned to dock, and accordingly asked these countries to stop cargo ships from entering the port to unload as planned, creating the "Galaxy" incident that shocked the world.
China strongly protests the repeated unwarranted accusations and hegemonic acts of the United States. In order to avoid the deterioration of the situation, on August 3rd, China instructed the "Yinhe" to suspend its progress and anchor on the high seas more than 0/0 nautical miles away from the Strait of Hormuz/KLOC. After careful and comprehensive investigation, China clearly informed the US on August 4 that the cargo ship Yinhe did not carry the two chemicals mentioned by the US, and put forward positive suggestions to solve the problem, including inspecting the suspected Yinhe container at Dubai Port, the first stop in the Middle East, and the local customs. On August 7th, the head of the Ministry of Foreign Affairs of China solemnly pointed out that the departure date, port of departure and port of arrival of the China Yinhe were completely untrue, and the so-called cargo ship carrying chemical weapons precursors was purely a rumor, and strongly protested against the hegemonic behavior of the US side that ignored the clarification from the Chinese side. However, until August 12, a senior American official declared: "We have reliable information to prove that there are chemical weapons precursors on board, and we are determined to inspect the ship."
The framing, accusations and threats of the United States are like a bolt from the blue for the "Galaxy", and disasters fall from the sky. Starting from August 1, the crew of "Yinhe" found an American warship following. At first, they thought the warship was sailing with them, but Zhang Rude, the 54-year-old captain, vaguely felt that the situation was abnormal based on his many years of captain and sailing experience. At 8: 00 am on August 3, after the "Yinhe" arrived in the Gulf of Oman, an American helicopter circled over the "Yinhe" and asked about its name, course, speed, freight situation, port of departure and destination. The door of the American helicopter is open, and the "Galaxy" ship is photographed from time to time. On the same day 12: 30, the American warship 6 1 approached the "Yinhe" and followed it all the time. On the same day 19: 30, the cargo ship Yinhe anchored in the Gulf of Oman about 1 1 nautical mile from the Strait of Hormuz. During this period, American warships 6 1, 975 and 996 kept a distance of two to five nautical miles in turn, setting off layers of vicious waves; American fighter planes, helicopters and reconnaissance planes kept circling around it at low altitude, rolling up gusts of wind, as if to engulf the whole "Galaxy".
Help each other in the same boat and tide over difficulties together.
In the Persian Gulf in midsummer, the temperature in the sun is as high as 50 degrees Celsius. The hull of the "Yinhe" drifting on the high seas is very hot, and it will burn blisters when it hits the deck or iron guardrail. The hut is like a big steamer. However, the crew can't take a bath and get enough nutrition as usual. Because the "Yinhe" has been drifting on the high seas for a long time, the fresh water and food carried by normal navigation began to be in short supply. Captain Zhang Rude had to ask everyone to save water and eat less. On the day when they broke down, they began to lower the standard of food, from the usual three dishes and one soup to two dishes and one soup, and the number was significantly reduced than usual. In order to save water, some people even don't take a bath for a week. People have lost weight, their physique has declined and the number of patients has increased. But they were not intimidated by what they saw. When Americans called the captain from the warship and said, "We can provide you with oil, water and food," Captain Zhang Rude flatly refused to say, "We don't need it!" The crew said: in order to safeguard the dignity of the motherland, they would rather tighten their belts than drop by drop of oil from the United States.
/kloc-more than 0/0 days later, the "Yinhe" anchored off the Strait of Hormuz, moved 38 nautical miles to the southwest after intergovernmental negotiations, and anchored on the high seas of Oman about 50 nautical miles from Fujairah port in the northeast of the United Arab Emirates. After many efforts, the "Yinhe" entered Dammam Port and was inspected by representatives of China and Saudi Arabia. The United States sent experts to participate in the inspection as Saudi technical consultants.
What is "not suitable"
On the morning of August 28th, American and Saudi personnel, accompanied by Chinese personnel, inspected and browsed the cargo on board.
American technicians dressed in desert camouflage uniforms, holding unpacking tools, inspection instruments and flashlights have long been eager to try, and there is a tendency not to stop until they find out what American intelligence agencies call two kinds of chemicals. The Chinese side has repeatedly stated that the "Yinhe" does not contain the two types of chemicals claimed by the US, so it is naturally well-prepared; As for Saudi Arabia, it provides a place for the United States to seize evidence and a place for China to clarify the facts, which is friendly to both sides. On the morning of August 29th 10, the unpacking inspection began. Containers destined for Iran naturally bear the brunt. The first box was opened and filled with black iron drums sealed with lead. The layman was really surprised at first sight. The Americans present were surprised, the Saudis were surprised, and only China people just held their horses. American technical experts rushed forward, beaming with joy, carefully pondering these black iron drums, thinking that these might be the two liquid chemicals they were looking for. When told that it was a solid dye, they didn't believe it. They still took out two boxes from the middle and opened them to see what happened. Even the cartons of shoes shipped to Iran were not spared, and they suspected that there were liquid chemicals in them. This morning, Americans opened 25 containers from China to Iran. In the evening, I checked the remaining boxes. By about 6: 38 p.m., all the containers shipped from China (including Hongkong) to Iran had been unpacked for inspection, and there were no chemical weapons precursors-thiodiglycol and thionyl chloride as claimed by the United States.
The misinformation was exposed.
After the United States failed to find the two chemicals they were looking for in the containers destined for Iran, it proposed to inspect all the containers they suspected of boarding from Tianjin Xingang and Shanghai Port the next day. China agreed to the American request. However, the result disappointed them. Americans are in a panic. Therefore, they suspect that "intelligence" is wrong. According to them, the box numbers provided by American intelligence agencies are CSAQ3 10 1 and CSAQ3 102.
When they found that the "Yinhe" cargo ship didn't have these two containers and their bill of lading numbers at all, they suspected that the intelligence department had misremembered the "numbers", so they proposed to check similar and confusing containers CSAQ30 10. China readily agreed. But when I opened the box, it was a playing card shipped to Pakistan. The stupidity of Americans has become the laughing stock of everyone on the scene.
By about 1 1 in the afternoon, all the 49 containers that the US suspected and thought to be inspected from China to Iran and China had been unpacked, but the US still found nothing. So they bet on the test result of 3 1. The test results show that none of the above chemicals are thiodiglycol and thionyl chloride. Americans are in an awkward position, but they will not stop there.
Severely reprimanded, reneged.
On August 3 1, at the negotiating table, Mark Youm, the representative of the US and the Counsellor of the US Embassy in Saudi Arabia, said that Washington believed that the US only inspected part of the cargo of the "Yinhe" and "could not publicly admit that the ship was not loaded with thiodiglycol and thionyl chloride." He said, either unpack all the China goods on board, or check them one by one according to the list until Washington thinks it's ok.
Regarding the unreasonable demands of the United States, the representative of China pointed out: You have repeatedly torn up the original agreement, reneged on your word and broke your promise. It is an act of bullying the market to openly violate the promise of "never getting your hands on third-country goods" and even check all the containers of "Galaxy". The American personnel consciously lost money, but they found various excuses and even had to say, "This is an order from Washington." The Saudi representative did not want to express his position directly, so he suggested: "All three parties should sign the agreement in writing in the future." Expressed dissatisfaction with American practices in a clever way. The representative of the United States thought that Saudi Arabia's opinion was a bit sudden. He glanced at each other and said, "I have to ask Washington for your advice."
At 5: 20 pm on September 1 Sunday, the three parties resumed their talks. In order to clarify the truth to the whole world, China solemnly announced: "In order to carry out the next inspection more smoothly, find out the truth as soon as possible and end this matter, China agreed to expand the inspection while opposing the above requirements of the United States."
Mr. "OK" signed to admit his mistake.
According to the agreement reached in the talks, all the containers on the "Yinhe" were unpacked for inspection. But the more you unpack, the more nervous and embarrassed Americans become. Because this only shows that they have no conclusive evidence and open the box at will. So the representative of Saudi Arabia sometimes seems to be teasing Americans. When I opened the box, I saw that the daily necessities in the carton were very light, so I asked the American representative, "Is that all right? ! "The American gave a wry smile and said," All right. They are not so overbearing and arrogant now. Until all the 628 containers on the "Yinhe" were unpacked, the chemical weapons precursors thiodiglycol and thionyl chloride accused by the United States were still not found. In the face of hard facts, Americans have to give up. On the evening of September 4th, at 1, representatives of China, the United States and Saudi Arabia formally signed the investigation report of Yinhe, confirming that the cargo ship Yinhe did not contain the chemical weapons precursors mentioned above.
At this point, the Americans lost all their money in the contest of the "Galaxy" incident they created, shooting themselves in the foot!
1On September 4, 1993, representatives of China and Saudi Arabia and American consultants signed the inspection report, confirming that the Yinhe did not contain chemical weapons precursors thiodiglycol and sulfoxide chloride.
