Since the Qin Dynasty unified the whole country, the entire South China Sea Islands, including the Xisha Islands, have been China's sacred and inalienable territory. Since then, the China government has never stopped its jurisdiction over the entire South China Sea Islands, including the Xisha Islands, which are indisputable sacred and inalienable territory of China.
In the Han Dynasty, in the first year of Yuanfeng in the Western Han Dynasty (A.D. 1 10), Zhu Ya County and Yuer County were established in Hainan, which indicated that the central government began to directly rule Hainan Island and the South China Sea Islands. To the early Tang Dynasty, there were Yazhou in the north, Danzhou in the west, Zhou Zhen (now Sanya) and Zhou Zhen in the south, formerly known as Linzhen County, and Jialin Town County in the third year of Sui Dynasty (AD 607). In Song Dynasty, Yazhou, located in the north of Tang Island, moved south and changed Zhou Zhen to Yazhou, later renamed Zhu Yajun and later changed to Jiyang Army. The South China Sea Islands are directly under the jurisdiction of Jiyang Army. At that time, the Northern Song Dynasty imperial court ordered the navy to patrol "Jiuruluozhou" (now Xisha Islands) for the first time, which was the earliest sea patrol activity of our navy.
In Yuan Dynasty, in the 15th year of Yuan Shizu to Yuan Dynasty (AD 1278), Qiongzhou was changed to Qiongzhou Road. The South China Sea Islands are still under the jurisdiction of Jiyang Army. At that time, except for Changning Army in Sichuan Province and Nanning (now Danzhou City), Wan 'an (now Wanning City) and ji yang (now Sanya City) in Huguang Province, most of the military systems in Song Dynasty were changed to states. This is a method of managing the frontier with a special administrative system, which shows that the rulers attach importance to the coastal defense frontier. Kublai Khan of Yuan Shizu personally sent a famous astronomer Guo Shoujing to the Xisha Islands for astronomical survey, indicating that sovereignty belongs to the Yuan Dynasty.
In the early Ming Dynasty, Hainan established a unified local administrative organization-Qiongzhou Prefecture, which was subordinate to Guangdong. Restore Yazhou, Danzhou and Wanzhou. Put the South China Sea Islands under the jurisdiction of Wanzhou, which is under the jurisdiction of Qiongzhou Prefecture. It is clearly divided into four island groups (namely, Dongsha, Xisha, Zhongsha and Nansha Islands), such as Nan 'ao Qi, Qizhouyang, Li Qian Changsha and Wanli Shitang. The early and middle Qing Dynasty basically followed the Ming system. In the late Qing Dynasty, dongsha islands was under the jurisdiction of Huizhou. Xisha Islands, Nansha Islands and zhongsha islands are still under the jurisdiction of Wanzhou. Since then, the South China Sea Islands have been under the jurisdiction of two different state-level local administrative agencies.
1909, in the Qing dynasty, Guangdong navy prefect Lee Joon led warships Fu Bo and Chen Hang to cruise the Xisha Islands, and named 15 islands one by one to show that the Xisha Islands belonged to China. 1949 after the establishment of People's Republic of China (PRC), the China government continued to exercise sovereignty over the southwest zhongsha islands and its waters. 1950 May 13, China People's Liberation Army entered Yongxing Island in Xisha.
On March 24th, 1959, "Xisha Islands, Nansha Islands, zhongsha islands and dongsha islands Office" was established in Yongxing Island, Xisha Islands. Since then, the administrative agencies of the government have begun to exercise sovereignty over the island, organize development and construction work, and strengthen the administrative jurisdiction over the islands and reefs in southwest zhongsha islands and its adjacent waters.
On March 4th, 1969 was renamed as "Revolutionary Committee of Xisha, Zhongsha and Nansha Islands in Guangdong Province". 19811kloc-0/On October 22nd, with the approval of the State Council, the "Xisha Islands, Nansha Islands and zhongsha islands Office" was re-established in Yongxing Island. As an agency of Guangdong Provincial People's Government, it is directly led by Hainan Administrative Office.

The jurisdiction of Hainan Province includes Hainan Island 19 cities and counties, the islands and reefs of Xisha Islands, Nansha Islands and Zhongsha Islands and their sea areas. 1988 September19 was renamed as "Xisha Islands, Nansha Islands and zhongsha islands Office". The administrative setup system equivalent to county-level institutions is still used, and the office is still located in Yongxing Island, Xisha Islands. [3]
