Relationship with Excalibur

General Zhang Aiping has always attached importance to the cultural work of the army, especially photography and fine arts. He believes that an army with strong combat effectiveness, high scientific and technological level and ability to fight tough battles must be an army with high cultural literacy. 1980 After China successfully launched its first intercontinental missile, at the initiative of Zhang Lao, the first photographic art exhibition was held in the office building of the Science, Technology and Industry Committee for National Defense. Mr. and Mrs. Zhang came to visit the exhibition and spoke highly of it, and wrote an inscription for the exhibition: "The magic pen is thin and the knife is fast, and 3 thousand Mao Se is unstoppable." In order to improve the cultural accomplishment and artistic appreciation ability of government officials, he specially invited conductor Li to teach Beethoven's music appreciation to government officials, and invited violinists who won prizes in international violin competitions to hold special concerts. At that time, there were more than 3 million people wearing military uniforms and not wearing military uniforms on the front of national defense science, technology and industry. Most experimental bases and national defense factories are located in remote areas, with poor living conditions and monotonous cultural life. In order to change this situation, Zhang Lao called for organizing all kinds of artistic talents at the grassroots level, reflecting the fiery life and spiritual outlook of the national defense science, technology and industry front through various literary forms, and enriching the cultural life at the grassroots level with excellent literary works.

1983, under the direct initiative and leadership of Zhang Lao, the Science, Technology and Industry Committee for National Defense and the China National Defense Trade Union jointly established the "China Excalibur Literature and Art Society" named after him, with departments of literature, art, photography, calligraphy, literature and art, film and television, and branches in several major national defense industries. At the same time, he also founded the literary monthly Excalibur. And invited Wei Chuantong, Wu Zuoren, Xu,, and other well-known old artists as art consultants of the Society. Zhang Lao is very concerned about the work of the society. He asked the Excalibur Society to adhere to the correct direction of literature and art, resist the influence of bad literary thoughts, produce more fine products and talents, and adhere to the direction of serving the grassroots. Since its establishment 20 years ago, the Society has held many large-scale exhibitions of photography, fine arts and calligraphy works, literary performances, songs and film and television grand prix, and produced a large number of outstanding works and new artists reflecting the frontier of national defense science and technology industry, which has had a far-reaching impact at home and abroad.

Reasons for punishment

Recently, the Ministry of Civil Affairs has imposed administrative penalties on social organizations such as China Excalibur Literature and Art Society, such as warning, suspension of activities for six months and cancellation of registration.

After investigation, China Excalibur Literature and Art Society and other social organizations failed to accept supervision and inspection as required, and there were illegal acts of not participating in the annual inspection of social organizations or failing to pass the annual inspection, which violated the provisions of Article 31 of the Regulations on the Registration and Management of Social Organizations. According to the provisions of Item (3) of Paragraph 1 of Article 33 of the Regulations on the Registration and Management of Social Organizations, the Ministry of Civil Affairs has imposed administrative penalties on social organizations such as China Excalibur Literature and Art Society, such as warning, suspension of activities for six months and cancellation of registration.
