How should tourist hotels fulfill their security obligations?

Relevant laws and regulations: Paragraph 1 of Article 12 of the Tourism Law of the People's Republic of China stipulates that tourists have the right to request assistance and protection when their personal and property safety is in danger. Paragraph 1 of Article 50 stipulates that tour operators shall ensure that the goods and services they provide meet the requirements of protecting personal and property safety. Article 80 stipulates that tour operators shall explain or warn tourists in advance in an express way about the following matters in tourism activities: (1) methods for correctly using relevant facilities and equipment; (2) Necessary safety precautions and emergency measures; (3) Business premises, facilities and equipment that are not open to tourists; (four) groups that are not suitable to participate in related activities; (five) other circumstances that may endanger the personal and property safety of tourists.

Article 14 of the Regulations on the Management of Tour Guides stipulates that tour guides should give true explanations and clear warnings to tourists about situations that may endanger the personal and property safety of tourists, and take measures to prevent the occurrence of hazards according to the requirements of travel agencies.

Two. Three safety obligations: According to the relevant provisions of the Tourism Law of the People's Republic of China, travel agencies should follow the principle of safety in providing tourism services, that is, they should fulfill three safety obligations, including the obligation of safety tips, the obligation of safety guarantee and the obligation of timely assistance. Then, as the actual executor of tourism services, how should tour guides (tour leaders) fulfill the above security obligations? Tour guides (tour leaders) should pay attention to the following safety matters:

-fully fulfill the obligation of safety tips. In the course of traveling or during free activities, tour guides (tour leaders) should inform tourists in advance of the risks of tourism projects, the correct use of facilities and equipment, the inadaptability to participants, and especially the risks of wonderful activities.

-Arrange the itinerary reasonably and pay more attention to special tourist groups, such as young and old. Tour guides (tour leaders) should always pay attention to the changes in the physical condition and adaptability of special tourist groups such as young and old, communicate with tourists at any time, and adjust the itinerary according to the physical condition of tourists after obtaining the written confirmation from tourists, so as to make the activities more moderate and avoid excessive emotional fluctuation or physical overdraft.

-Assist in solving problems in time. When tourists have chest tightness, dizziness and other symptoms during the trip, the tour leader or tour guide should contact the local medical and health department for treatment as soon as possible, and keep the relevant evidence of alarm and emergency rescue.

-Establish safety awareness, and enhance the ability of crisis public relations and emergency handling. For travel agencies, unexpected events, such as tourists falling, drowning, fighting and sudden illness, which travel agencies cannot predict and control, cause personal injury, which is a risk that cannot be completely avoided in tourism business. If we have fulfilled our obligations of safety warning and timely rescue, it is unfair and without legal basis to ask travel agencies to take on more responsibilities. Therefore, tour guides (tour leaders), as the service executors of travel agencies, should do the following when dealing with unexpected security incidents:
