Can civil servants take part-time jobs?

Civil servants can work part-time, but there are restrictions. It is the same rule to prohibit civil servants from taking part-time jobs in most countries that implement the modern civil service system. However, these regulations generally do not prohibit civil servants from engaging in academic and public welfare part-time jobs, but strictly prohibit civil servants from taking part-time jobs in for-profit institutions.

Article 42 of the Civil Service Law stipulates that if a civil servant takes a part-time job outside the office due to work needs, it shall be approved by the relevant authorities and shall not receive part-time remuneration. It is the same rule in most countries that implement modern civil service system to prohibit civil servants from taking part-time jobs (for example, Article 65 of German Civil Service Law stipulates that the government shall not approve the following part-time jobs: the types and scope of part-time jobs need to occupy a lot of energy of civil servants, which will hinder the normal performance of civil servants' official duties, and part-time jobs will conflict with civil servants' obligations.
