Measures of Hefei Municipality on the Administration of Passenger Taxi

Chapter I General Provisions Article 1 In order to strengthen the operation and management of taxis in this Municipality, protect the legitimate rights and interests of passengers, operators and drivers, and promote the healthy development of the taxi industry, these Measures are formulated in accordance with the Regulations on the Administration of Road Transportation in Anhui Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the operation, lease and management of passenger taxis in Hefei (excluding three counties).

The term "taxi" as mentioned in these Measures refers to the car that has obtained the operation certificate in accordance with these Measures, uses the special taxi license for passengers to rent, and the passengers pay the rental fee according to the regulations. Article 3 The traffic administrative department of the Municipal People's Government is the competent department of the taxi industry in this Municipality, and its subordinate Municipal Transportation Management Office (hereinafter referred to as the Municipal Transportation Management Office) is specifically responsible for the daily management, supervision and inspection of taxis.

Urban construction, city appearance, public security, industry and commerce, finance, taxation, price, technical supervision and other departments shall, according to their respective responsibilities, cooperate closely and do a good job in the management of taxi industry. Article 4 The management of taxi industry shall follow the following principles:

(1) Overall planning and coordinated development;

(two) a variety of components, scale management, unified management. Fifth city taxi management departments and their staff should be managed according to law, honest and diligent, and maintain the normal order of taxi passenger transport.

Taxi operators and drivers should abide by traffic laws and regulations, operate safely, provide civilized service, charge reasonably, compete fairly, pay taxes and fees according to law, and accept the management of taxi management agencies and the traffic security management of public security departments.

Passengers should ride in a civilized manner and pay the rental fee according to the regulations. Chapter II Opening, Alteration and Closure Article 6 The Municipal People's Government shall, according to the social needs and urban road traffic conditions, issue the indicators of the taxi delivery plan and implement total control.

The right to operate a taxi is paid for through quota purchase and public auction, and paid for urban infrastructure construction. The specific measures for the paid use of taxi business shall be formulated separately by the Municipal People's Government. Article 7 A taxi operating enterprise shall meet the following conditions:

(a) a sound management system and organizational management mechanism;

(two) there are not less than 30 operating taxis;

(3) Having a fixed office space (including necessary communication equipment) and necessary fixed parking lots and maintenance facilities.

(4) Having liquidity of not less than 5% of the vehicle value.

Individuals engaged in taxi business can freely choose and entrust taxi business enterprises that meet the conditions mentioned in the preceding paragraph to provide services and management, or set up companies to operate on a large scale according to the conditions mentioned in the preceding paragraph. Eighth units and individuals that need to operate a taxi, after obtaining the right to operate a taxi in a paid way, shall apply for a business license to the Municipal Transportation Management Office with the following materials:

(1) an application;

(two) vehicle purchase surcharge certificate;

(3) Vehicle entrance information;

(4) Other relevant information. Article 9 The Municipal Transportation Management Office shall make a decision on examination and approval within 30 days from the date of accepting the application. Those who meet the examination and approval conditions shall be issued a business license. Article 10 Operators who are allowed to run taxi business shall go through the registration formalities with the industrial and commercial and tax departments respectively with their business licenses, and then obtain a road transport permit at the Municipal Transportation Management Office, and then apply for a special taxi license with the road transport permit at the public security department. Eleventh taxi by the Municipal Transportation Management Office approved the vehicle level and charging standards, should be installed by the municipal technical supervision department to detect qualified and sealed taxi meter. Article 12 If a taxi operator needs to close down due to merger, division, transfer or other matters, it shall report to the Municipal Transportation Management Office 30 days in advance, and go through the formalities of changing registration or closing down at the departments of industry and commerce, taxation and public security after approval. Thirteenth taxi operators shall be ordered by the state administrative organs to suspend business for rectification or stop operating, and the relevant operating certificates shall be confiscated. Chapter III Taxis and Drivers Article 14 Taxis put into operation through public auction after the implementation of these Measures must be brand-new cars with a displacement of more than 900 ml.

It is forbidden to use motorcycles, battery cars, agricultural vehicles and special vehicles for the disabled to engage in the passenger rental industry. Fifteenth taxi operation period, must keep the car clean:

(a) the appearance is complete and good, the body has no serious rust spots and paint removal, and the front and rear license plates are clear; Doors and windows can be opened and closed freely and locked reliably; Glass is complete and clear;

(2) The vehicle is clean and sanitary, and the trunk is free of peculiar smell, dust and sundries;

(3) Advertisements shall not be made in any other part of the taxi except that transparent self-adhesive advertisements with the width of 15cm can be posted on the rear windshield of the vehicle. Sixteenth taxi must meet the following requirements:

(a) the installation of qualified safety devices, overhead lights, empty sign lights, language reminders and effective fire fighting equipment;

(2) Spraying the name and uniform number of the enterprise to which it belongs on the car door, and posting or hanging the taxi driver's passenger service certificate (hereinafter referred to as the service certificate), price list, license plate number and complaint telephone number at an appropriate position. Seventeenth taxi drivers should be qualified by the municipal administrative department of transportation training and examination, and obtain a "service certificate".

Non-permanent residents who drive taxis in this city shall apply to the public security department for temporary residence permits in accordance with the regulations.
