Regulations of Panjin Municipality on Water Conservation

Chapter I General Provisions Article 1 In order to promote water conservation, improve the utilization efficiency of water resources, build a water-saving society, and promote sustainable economic and social development, these Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC), the Regulations of Liaoning Province on Water Conservation and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to water conservation and its supervision and management activities within the administrative area of this Municipality. Article 3 The municipal water administrative department is the competent department of water conservation in the whole city, responsible for formulating water conservation policies, water conservation plans and relevant standards, and guiding and promoting the construction of water-saving society in the whole city; Formulate the system of total water consumption control, quota management and planned water use and organize its implementation, guide the construction and management of water-saving irrigation projects, and assess the implementation of the main indicators of water resources development, utilization, conservation and protection in conjunction with relevant departments.

The municipal housing and urban-rural construction department is the municipal water-saving management department, responsible for formulating water-saving systems, methods and specific standards for urban construction and municipal public facilities according to the requirements of the municipal water-saving department, and implementing water-saving requirements.

The municipal development and reform department is responsible for the coordination and connection between water conservation indicators and national economic and social development planning, as well as resource conservation and comprehensive utilization planning, and jointly with relevant departments to formulate major water conservation project planning.

The relevant departments in charge of the industry shall, in accordance with the policies, plans and standards for water conservation, implement the requirements for water conservation in combination with industry management.

County (District) people's government to determine the competent department of water conservation or urban water conservation management department is responsible for water conservation work in this area.

The town people's government, neighborhood offices and village (neighborhood) committees shall cooperate with relevant departments to do a good job in water source protection. Article 4 The people's governments of cities and counties (districts) shall implement the water-saving target assessment and performance evaluation system in accordance with regulations. Chapter II Management of Water Conservation Article 5 The municipal department in charge of water conservation shall, jointly with relevant departments, formulate water conservation plans in their respective administrative areas according to the actual needs of economic and social development, the situation of water resources, the comprehensive planning of water resources and the water allocation plan, and implement them after being approved by the Municipal People's Government. The implementation of water permit management, water users who plan to take water from the rural public pipe network, the city and county (district) urban water conservation management department issued a water plan, and the planned water users who take water from the urban public pipe network issued a water plan by the city and county (district) urban water conservation management department. The water plan issued by the urban water conservation management department shall be copied to the water conservation department.

The competent department of water conservation or the urban water conservation management department shall regularly check the implementation of the planned water use according to the annual water use plan within its jurisdiction. Tenth planned water users need to adjust the annual water plan, they should put forward a new water plan and get approval from the original planning department. (two) the water consumption is higher than the water quota standard;

(three) the use of water technology, technology, products or equipment explicitly eliminated by the state and Liaoning Province;

(four) bathing, swimming, water entertainment, car washing and other industries that use a lot of water have not taken water-saving measures;

(five) the water balance test is not carried out in accordance with the provisions;

(six) with unconventional water conditions and not used. Thirteenth water users need temporary water for construction. , it shall submit a written plan for temporary water use to the competent department of water conservation or the urban water conservation management department. The competent department of water conservation or the urban water conservation management department shall give a written reply within five working days from the date of receiving the temporary water use plan.

Temporary water users shall handle temporary water use procedures in a timely manner, install water metering facilities that meet the requirements, and pay water charges in accordance with regulations.
