In September 1996, He Peng was transferred to the Shigatse Prefectural Committee as deputy secretary-general. In October 2004, He Peng was appointed as the director of the Talent Work Division of the Organization Department of the Tibet Autonomous Region Party Committee. He is the first director of the Talent Work Division since its establishment.

In October 2008, in order to have more room for further development due to his excellent work, He Peng’s job position was changed and he was transferred to the General Office of the People’s Government of the Tibet Autonomous Region as the Director of the Policy Research Office.
