Provisions of Beijing Municipality on the Administration of Fire Safety in Film and Television Broadcasting Shooting Places

Article 1 In order to strengthen the fire safety management of film, television and radio program shooting places and eliminate fire hazards, these Provisions are formulated in accordance with the Regulations of People's Republic of China (PRC) Municipality on Fire Protection and its detailed rules for implementation, combined with the situation of this Municipality. Article 2 These Provisions shall apply to studios, recording studios, video studios, studios, location shooting and other shooting places (hereinafter referred to as shooting places) used for shooting and broadcasting films, television and radio programs within the administrative area of this Municipality.

Those who use ancient buildings to shoot movies and television shall abide by the Interim Measures for the Administration of Shooting Films and Television by Cultural Relics Protection Units in Beijing. Article 3 The fire protection design and construction of newly built, rebuilt or expanded film shooting places must conform to the relevant national and municipal fire safety technical specifications, and be reported to the municipal fire department for approval. Technical specifications for fire safety in shooting places shall be formulated separately by the Municipal Fire Bureau.

The existing shooting sites before the promulgation of these Provisions shall be audited by the shooting site management unit (hereinafter referred to as the site management unit). Do not meet the requirements of this regulation, to meet the requirements of this regulation within a time limit. Article 4 The on-site management unit shall be responsible for the fire safety work at the film shooting site.

The place management unit shall manage the shooting place as an integral part of the fire prevention of the unit. Establish a fire prevention responsibility system, determine the person responsible for fire prevention, establish and improve the voluntary fire prevention organization and fire prevention system, and formulate a fire prevention plan. Large shooting sites should be equipped with full-time firefighters.

On-site fire safety work during shooting (including broadcasting, the same below) shall be jointly undertaken by the shooting organization and the person in charge of the place management unit. The shooting unit is responsible for formulating the on-site fire safety system and measures, and cooperating with the shooting work for planning, arrangement, inspection and summary. If the number of participants exceeds 100, a safe evacuation plan shall be formulated. The security department of the on-site management unit shall assign full-time personnel to conduct on-site fire inspection and supervise the implementation of various fire safety systems and measures. Article 5 A film shooting venue shall implement the following provisions on fire safety management:

2. Fire safety around flyovers, light boards, curtains and scenes, power distribution rooms, lighting operation rooms and air-conditioning rooms.

Key parts must be equipped with corresponding portable fire extinguishing equipment, and checked frequently to keep it effective. The new shooting site should be equipped with automatic fire alarm and automatic fire extinguishing equipment, and keep it effective.

3. It is forbidden to pile up flammable and explosive materials and use liquefied stones in the shooting site and its adjacent houses.

It is forbidden to use open flame for heating in oil and gas stoves, electric stoves and other stoves.

4. Smoking and naked flame are prohibited at the shooting site. It is really necessary to use open flames or flammable materials to shoot programs.

When using explosive chemicals, it must be approved by the safety department of the site management unit, and effective fire safety measures shall be taken, and special personnel shall be appointed for management.

5, because of the need of shooting work, temporary installation of electrical equipment, must be approved by the site management unit, can use electricity.

6. Fire exits should be set around the shooting site, and inflammable and explosive goods warehouses should not be set within 25 meters of the site.

8. Stop or suspend filming at the shooting site. When the staff leaves, they must be isolated at the set place.

Full power supply. Article 6 The establishment of a place must have personnel on duty. After the shooting activities every day, the security department, full-time firefighters and the on-duty personnel of the on-site management unit must jointly check, and the on-duty personnel can take over only when there is no abnormal phenomenon. No one is allowed to stay at the shooting scene except the personnel on duty.

The shooting site should be equipped with an electrician on duty. When a fire is found, the power supply should be cut off quickly. Seventh it is forbidden to hold mass activities unrelated to the shooting work in the shooting place.

Eighth units and individuals that have made remarkable achievements in the implementation of these provisions shall be commended and rewarded in accordance with the "Regulations on Fire Protection in People's Republic of China (PRC)" and its detailed rules for implementation. Ninth in violation of the provisions, resulting in fire hazards, the fire control institutions of public security organs to improve within a time limit; In case of emergency, it shall be ordered to stop or partially stop using the shooting place. If a fire accident occurs in violation of these regulations, the public security organ shall draw the relevant competent department to give administrative sanctions to the person directly responsible or the person in charge. Those who violate the administration of public security shall be punished according to law. If a crime is constituted, criminal responsibility shall be investigated according to law. Tenth problems in the specific implementation of these Provisions shall be interpreted by the Municipal Public Security Bureau. Article 11 These Provisions shall come into force as of April 1989.
