What are the rules of football? I didn't understand it when I first watched the game.

1) Note

Under the premise of not violating the rules and principles, countries can make the following changes according to different levels of competitions (such as1youth competition under 6 years old, competition over 35 years old and women's football competition):

1. The size of the playing field;

2. The size, weight and material composition of the game ball,

3. The width and height of the target;

4. Competition time;

5. Number of substitutes.

Any other changes should be approved by the International Football Council. For referees, linesmen, athletes and officials, the rules of men's football matches also apply to women.

2) Competition venue

(1) venue area: the venue should be rectangular, with a length not exceeding 120m or less than 90m and a width not exceeding 90m or less than 45m (the international competition venue should not exceed10m or less than 100m and not exceeding 75m or less than 64m). In any case, the length must exceed the width.

(2) Line drawing: Draw clear lines according to the plane drawing of the competition venue, with the line width not exceeding 12cm, and do not make V-shaped grooves. The longer two lines are called sideline and the shorter line is called goal line. Draw a line through the stadium in the middle, which is called the center line. The center of the site should be clearly marked, and a circle with this point as the center and 9. 15m as the radius should be drawn, which is called the middle circle. At every corner of the site, a flat-topped flagpole with a height of not less than 1.50m should be erected, and a small flag should be tied to it. Similar flags and flagpoles can be erected at least outside the center line on both sides of the site: meters away.

(3) Goal area: Draw a 5.50-meter-long line perpendicular to the goal line at both ends of the competition field, with one end connected to the goal line and the other end drawing a connecting line parallel to the goal line. The area within these three lines and the goal line is called the goal area.

(4) Penalty area: Draw a line with a length of16.50m perpendicular to the goal line on the goal lines at both ends of the playing field, and draw a line parallel to the goal line at the other end. The area between these three lines and the goal line is called the penalty area, and the distance between the two goal lines is 65438. Draw an arc outside the penalty area with the penalty spot as the center and 9. 15m as the radius, which is called penalty arc.

(5) Corner area: Take the intersection of sideline and goal line as the center and 1 m as the radius, draw a quarter arc into the field, and the area within this arc is called corner area.

(6) Goal: The goal should be located in the center of each goal line. It consists of two vertical goalposts, the distance between goalposts is 7.32 meters, which is equal to the distance of the flag point in the west corner, and the lower edge of goalposts is 2.44 meters from the ground. In order to ensure safety, both the fixed goal and the movable goal must be stably fixed on the field. The width and thickness of the doorpost and crossbar shall be symmetrical and equal, and shall not exceed 12 cm. The net is tied to the goalposts, beams and the ground behind the goal. The net should be properly propped up so that the goalkeeper has enough room to move.

Note: The net can be made of hemp, jute or nylon. Nylon rope is ok, but it must not be thinner than hemp or hemp rope.

Resolutions of the International Council:

(1) The size of the international competition venue should be: maximum 1 10x75m and minimum 100X64.

(2) The regulations of the national association on the size of the competition venue must be strictly implemented. When an international competition is held, the visiting team association must be informed of the size of the venue or stadium before the competition.

(3) Comparison table for measuring the rules of the competition adopted by this Council:

130 yards: 120 meters 8 feet: 2.44 meters.

120 yards:110.5 feet: 1.50 meters.

1 10 yard: 100 m 28 inches: 0.7 1 m

80 yards: 75 meters 9 inches: 0.22 meters

70 yards: 64m 5 inches: 0. 12m.

50 yards: 45 meters 3/4 inches: 0.0 19 meters

18 code:16.50m long /2 inches: 0.0127m

12 code: 1 1 m3/8 inch: 0.0 10/0m.

10 yard: 9.15m 14 English 2: 396g.

Size 8: 7.32m 16 English beam: 453g

Size 6: 5.50m 8.5lb/in 2: 600g/cm2

1 yard: 1 m 15.6 psi:1100g/cm2.

(4) The goal line should be as wide as the post and the cross beam, so that the goal line is consistent with the front and rear edges of the post.

(5) When the distance from the goal line is 5.50m and 16.50m (draw the goal area and penalty area), the inside of the column must be planed out.

(6) The boundary width of each area of the stadium shall be included in the area of the area.

(7) All football associations should provide standard equipment, especially in international competitions, paying special attention to the size, dimensions and other equipment of the ball. If it does not meet the requirements, it must be reported to FIFA.

(8) In a formal match held in accordance with the competition rules, if the goal crossbar is misplaced or broken, the game should be suspended or terminated immediately, unless the crossbar is restored to its original position or replaced with a new crossbar, which will no longer pose a danger to the players. It is not allowed to use rope instead of crossbar.

In a friendship match, with the consent of both parties, if the crossbar is removed, it will no longer cause danger to the players, and the game can be resumed without the crossbar. In this case, a rope can be used instead of a crossbar. If the ball crosses the line between the goalposts without rope, the referee should judge it as the winning goal when he thinks the height is lower than the crossbar.

When the game is resumed after stopping the game. The referee should throw the ball where it was when the game stopped and start the game again. Unless the ball is in the goal area at that time, in this case, the game should be resumed by landing the ball on the goal area line nearest to the ball and parallel to the goal line when the game stops.

(9) The National Association may, within the scope stipulated in Chapter I of these Rules, make appropriate provisions on the maximum and minimum dimensions of the thickness and width of cross bars and doorposts.

(10) The doorposts and crossbars must be made of wood, metal or other materials recognized by the International Football Council, and their shapes can be square, rectangular, round, semi-circular or oval. Door posts and cross bars are not allowed to be made of other materials or other shapes. The doorpost must be white.

(1 1) The exhibition match added before the international competition can only be played on the day of the competition with the consent of the representatives of both parties and the referee (the referee in charge of the international competition).

(12) national football associations, especially when holding international competitions:

The number of off-site photographers must be limited.

Draw a line behind the two goal lines (the photographer's limit line). The line is at least 2 meters away from the corner flag, the intersection of the goal line and the goal line is at least 3.50 meters, and the gatepost is at least 6 meters.

Photographers are not allowed to exceed the limit line.

Artificial light sources, such as flashlights, are not allowed.

3) Introduction of the ball

The ball for competition should be round, its shell should be made of leather or other recognized materials, and materials that may harm athletes should not be used in its structure.

The circumference of the ball shall not be greater than 7 1 cm or less than 68 cm. At the beginning of the game, the weight of the ball should not exceed 453 grams or less than 396 grams. After inflation, its pressure should be equal to 0.6- 1. 1 atmospheric pressure (sea level), which is equivalent to 600- 1 100g/cm'. During the match, the match ball shall not be changed without the permission of the referee.

Resolutions of the International Council:

(1) The match ball is the property of the association or club to which the venue belongs. At the end of the game, the ball should be given to the referee.

In this case, when the game stops, the ball should fall on the nearest goal line parallel to the goal line.

(three) the relevant players in violation of any other rules in this chapter, be warned. If the referee suspends the game and carries out the warning, the opposing team should kick an indirect free kick where the ball was at the time of suspension to resume the game. If you punish a free kick in your own goal area, you can execute it anywhere in the half-court goal area when the game is suspended; If a free kick is made in the opponent's goal area, it should be executed on the goal line parallel to the goal line closest to the place where the game is suspended.

(4) If the rules of the game require that the list of substitute players be handed over to the referee before the game, if it is not implemented according to this, it will be treated as no substitute players.

Resolutions of the International Council:

(1) The minimum number of people in each team is determined by national football associations.

(2) In the opinion of the Council, if there are less than 7 players in any team, the game is invalid.

If the referee suspends the game because of giving a warning to the player, the opposing player should kick an indirect free kick where the ball was suspended to resume the game. If you kick a free kick in your own goal area, you can execute it anywhere in its goal area; If you kick a free kick in the opponent's goal area, you should click on the nearest goal area line parallel to the goal line where the ball is.

6) Referee

One referee should be appointed to perform the referee task in each game. When he entered the playing field, he began to exercise the power given to him by the rules.

When the game is suspended or the game is dead, the referee has the right to punish the foul. During the competition, according to the actual situation of the competition, such as the result of the competition.

International Council resolution

(1) Referees who act as referees in international competitions should wear uniforms that are obviously different from those of both sides of the competition.

(2) The referees of international competitions should be their own neutral members, unless the associations of the countries concerned agree to appoint their subordinates.

(3) Referees must be selected from the official list of international referees. This resolution shall not be adopted in amateur and youth international competitions.

(4) Before, during or after the match, if the spectators, staff, athletes, registered substitutes or other personnel are undisciplined or have improper behaviors, whether in or near the stadium, the referee should report to the organizer so as to take appropriate measures.

(5) The linesman is the assistant of the referee. If the referee is in a position in favor of the referee and sees clearly what happened in Chu, there is no need to consider the signal prompted by the linesman. If the linesman is neutral and in a more favorable position, the referee should consider the linesman's signal. If the linesman provides a signal in time before the ball enters the goal, the referee can consider the signal prompted by the linesman and declare the ball invalid.

(6) The referee can only change the judgment before resuming the game.

(7) If the referee has decided to use favorable terms to continue the game, regardless of whether the favorable side benefits or not, even without making any gestures, the original decision shall not be changed at will. The use of favorable terms does not mean that the offending player will not be dealt with.

(8) The purpose of making rules is to make the game run smoothly with as little interference as possible, and the referee should punish the intentional foul. If you often whistle for minor fouls and only suspected fouls, it will make players feel disgusted and angry and affect the mood of the audience.

(9) According to Chapter V (d) of the Rules, the referee has the right to terminate the competition in case of serious disturbance, but has no right to disqualify any team or decide the result of the competition. The referee shall report the specific situation to the organizer in writing.

(10) When a player commits two different kinds of fouls at the same time, the referee should punish the heavier one.

(1 1) If the referee fails to find it, it shall be handled according to the signal prompted by the neutral linesman.

(12) During the competition, no one is allowed to enter the competition venue without the permission of the referee.

(13) During the competition, coaches can convey tactical instructions to athletes on the field, but both coaches and other officials must strictly abide by their duties and are only allowed to conduct off-field command within the specified technical area.

(14) As a substitute referee, he must work according to the regulations formulated by the International Football Council.

linesman

Two linesmen shall be appointed for each game, and their duty (determined by the referee) is to signal:

(a) When the ball is out of bounds, it becomes a dead ball;

(b) Which team should kick a corner kick, goal kick or throw a foul ball;

(c) When replacement is required.

They should also assist the referee to control the game according to the rules. If the linesman misbehaves or improperly interferes with the game, the referee should transfer him from his post and appoint someone else to replace him (the referee should report the situation to the organizer). The flag used by the linesman is provided by the club to which the venue belongs.

Resolutions of the International Council:

(1) The neutral linesman should prompt the referee for the foul behavior that he didn't find, so as to attract the referee's attention, but the referee's decision should still prevail.

(2) For the national A-level competition, the National Football Association must appoint a neutral linesman registered by FIFA that year.

(3) In international competitions, the flags of linesmen should be in bright colors, such as bright red and yellow. It is suggested that flags of this color should also be used in other competitions.

(4) Only according to the unreasonable interference or incompetent report of the referee can disciplinary action be taken against the linesman.

8) Competition time

The game time should be divided into two equal halves, each of which is 45 minutes. Unless otherwise agreed by both parties under special circumstances, the following provisions shall apply:

(1) The time lost due to substitution, treatment of the wounded, delay in time and other reasons shall be made up in each half, and the amount of time shall be decided by the referee.

(b) If a penalty is awarded at the end of each half or the whole game, the time shall be extended until the penalty is finished.

Unless the referee agrees, the rest time between the first half and the second half shall not exceed 5 minutes.

International Council resolution

(1) If the referee stops the match for any reason specified in Chapter 5 of the Rules, the match will be played again unless otherwise stipulated in the Rules.

(2) After the first half, players have the right to rest.

9) The game begins

(a) before the start of the game, choose the kick-off or venue by bidding, and the party who chooses first has the right to choose the kick-off or venue. After the referee gives the signal, the game should be started by a player kicking the ball into the opponent's half (that is, kicking the ball released to the center of the playing field). Before the kick-off, each player should be in his own half, and the opposing player should be not less than 9. 15 meters away from the ball; After the ball is kicked out, it must roll to its own circumferential distance before the game starts. The kickoff player is not allowed to touch the ball again before it is touched or kicked by other players.

(b) After the goal is scored, a team member of the negative side should kick off again in the same way to continue the game.

(c) At the beginning of the second half, the two teams will change venues, and the one who kicks off in the first half will kick off.

Fines:

Any kick-off that violates the rules of this chapter should be restarted. If the kickoff player touches the ball again before it is touched or kicked by other players, then the ball should be in the foul place of the opposing team.

Kick an indirect free kick If a player fouls in the opponent's goal area, the free kick can be executed anywhere in the goal area.

Direct scoring is not allowed at kick-off.

(d) If the ball does not cross the sideline or goal line when the game is suspended due to reasons not specified in these rules, when the game is resumed, the referee shall land the ball in the position where the ball was suspended, and the game will be resumed when the ball lands. If the ball is in the goal area when the game is suspended, the ball should fall on the nearest goal line when the game is suspended. When the ball falls, players are not allowed to touch the ball before it lands, otherwise the referee should drop the ball again.

International Council resolution

(1) When the referee throws the ball, before the ball hits the ground, if a player fouls, the referee should give a warning or a penalty order according to the severity of the foul. Because the ball was not in the game when the player fouled, the opponent could not be awarded a free kick. The referee should concede the ball again.

(2) It is forbidden for anyone except the contestants to kick off.

10) Competition and Dead Autumn

The following conditions are dead balls:

(a) When the ball completely crosses the goal line or sideline on the ground or in the air.

(b) When the match is stopped by the referee. From the start of the competition to the end of the competition, the competition shall be conducted, including:

(a) The ball bounces back from the goalpost, crossbar or corner flagpole.

The ball bounced off by the referee or linesman and landed on the court.

(c) A player fouled and the referee didn't punish him.

Resolutions of the International Council:

The boundaries of all areas in the stadium should be included in the scope of each area. So both the sideline and the goal line belong to the playing field.

1 1) winning method

Unless otherwise stipulated in the rules, if the whole ball crosses the goal line from between the goalposts and under the crossbeam instead of being thrown or brought in by the attacker's hand and deliberately pushed into the goal with his hand or arm (except that the goalkeeper is in his own restricted area), the attacker wins a goal.

In a game, the team that scores more goals is the winning team. If neither side wins or wins equally, the game should be called a "draw".

Resolutions of the International Council:

(1) The winning or drawing method specified in Chapter 10 of the Rules shall not be changed.

(2) In any case, if the ball is stopped by outside interference before entering the goal, it cannot be judged as the winning ball. If this happens in the game, in addition to penalty, the game should be suspended, and the referee should throw the ball at the place where the accident happened and resume the game. Unless the ball was in the goal area at that time, in this case, the ball should fall on the goal area line parallel to the goal line where the ball was closest when the game stopped.

(3) If a spectator enters the stadium and tries to stop the ball from entering, but fails to touch the ball, if the ball enters the goal, a goal should be awarded. If the audience touches the ball or interferes with the game, the referee should suspend the game, drop the ball at the scene of the accident and resume the game. Unless the ball was in the goal area at that time, in this case, the ball should fall on the goal area line parallel to the goal line where the ball was closest when the game stopped.

12) offside

1. Any attacker who is closer to the opponent's goal line than the ball is offside. The following exceptions are made: (a) The player is in his own half.

(b) At least two opposing players are closer to the opposing goal line than that player.

2. When a player plays or touches the ball and the player is offside, the referee thinks that the player has the following behaviors and should be sentenced to offside:

(a) Interfere with the game or the opponent; (b) Trying to benefit from offside position.

3. A player should not be sentenced to offside under the following circumstances:

(a) The player is only offside; (b) The player directly catches goal kick, corners or throws the ball out of bounds.

If a player is judged offside, the referee should judge the opposing player to kick an indirect free kick in the offside position. If the player is offside in the opponent's goal area, then this free kick can be executed anywhere in his offside goal area.

Resolutions of the International Council:

(1) offside is judged by the moment his teammate passes the ball to him, not by the moment he receives it. If the player is in a non-offside position, when the player passes the ball to him or kicks a free kick, if the player runs forward when the ball flies, it does not constitute offside.

(2) If the attacker is parallel to the penultimate defender of the opponent, or parallel to the last two or more defenders of the opponent, then the attacker is not offside.

13) foul and misconduct

A player intentionally violates any of the following nine items, namely:

(a) kicking or attempting to kick an opposing team member;

(b) Tripping an opponent, that is, stretching or bending behind or in front of the opponent, tripping or attempting to trip the opponent.

(c) Jump to the opposing team member.

(d) Violent or dangerous collision with the opposing team members.

(e) Hit the opposing team member from behind, unless the opposing team member is blocking.

(f) Make sure that players who try to attack the opposing team do not spit on each other.

(g) pulling the opposing team members.

(h) Pushing the opposing team member.

(i) Touching the ball by hand, such as dribbling or pushing the ball by hand or arm (except the goalkeeper in our own restricted area).

In all the above cases, the opponent should be sentenced to kick a direct free kick at the foul place. If the foul place is in the opponent's goal area, the free kick can be executed anywhere in the goal area.

If the defender intentionally violates any of the above nine items in his own restricted area, he should be awarded a penalty.

During the game, if the defender intentionally violates any of the above nine items in his own restricted area, no matter where the ball is at that time, he should be awarded a penalty.

A player commits any of the following five fouls, namely:

1. The referee thinks his actions are dangerous, such as trying to kick the ball that the goalkeeper has caught.

2. When the ball is out of the control of the relevant players, the purpose is not to make a so-called reasonable shoulder bump for the ball.

3. A player who deliberately blocks the opponent from playing football, for example, running between the ball and the opponent or blocking the opponent with his body.

4. Collision with the goalkeeper, except the following circumstances:

(a) When the goalkeeper catches the ball;

(b) The goalkeeper blocks the opposing team member;

(c) The goalkeeper is outside his own goal area.

5. When the goalkeeper is in the penalty area:

(j) Catch the ball after controlling it by hand, and walk for more than 4 steps by holding, patting or throwing the ball in any direction in the air without making the ball enter the competition state.
