Small aperture is more suitable for landscape pictures, such as bicycles in the flowers below, which is more suitable for small aperture.

There is enough distance between foreground and background.

If you do the first two points well, you may still not be able to take a picture with a clear foreground and a very soft background, because your foreground and background are too close.

For example, in the picture below, the bicycle in the foreground and the trunk in the back are stuck together, almost on the same plane, and there is basically no obvious blurring effect.

Although the photo below is close to the background, the wall and the main body of the background are not on the same plane, which will still have a better blur effect.
