Our bureau thoroughly studied and implemented the spirit of the 18th National Congress of the Communist Party of China and the Fourth Plenary Session of the Third Central Committee of the 18th CPC Central Committee, conscientiously implemented the work arrangements of provincial and municipal meteorological bureaus and XX municipal party committee and municipal government, strengthened meteorological services around meteorological modernization, deepened comprehensive meteorological reform at county level, effectively changed work style, and paid close attention to practical innovation and implementation. The first is to further promote meteorological modernization.

According to the six sub-projects of the Twelfth Five-Year Plan, we will steadily promote the organization and implementation of meteorological disaster monitoring and early warning, the construction of agricultural meteorological service system, and the infrastructure construction of "first-class" meteorological stations. Actively report the achievements of meteorological modernization construction to local governments, and implement all the local supporting funds for key projects in the Twelfth Five-Year Plan.

2. Monitor and evaluate the process of meteorological modernization. According to the document requirements of monitoring and evaluation of meteorological modernization index process jointly carried out by provincial and municipal meteorological bureaus and statistical bureaus, the monitoring of meteorological modernization process was carried out in conjunction with XX Municipal Bureau of Statistics. The results show that Jiangyin has achieved the goal of meteorological modernization by incorporating meteorological work into local performance appraisal and local financial guarantee. There are still some shortcomings in the transformation of scientific research achievements and the support of commercial science and technology.

3. The project has promoted meteorological modernization. A new video conference system and interactive electronic whiteboard were built, which improved the hardware and equipment level of forecaster business training and rural information officer training. Complete the safety monitoring design, bidding and installation of the commercial building. "Atmospheric environmental meteorological monitoring project" was included in the local government project library.

(two) to improve the comprehensive ability and level of meteorological business modernization.

1. Strengthen the comprehensive observation ability and explore the socialization of equipment support. Four new mesoscale automatic stations were built. 2. Focus on enhancing forecasting ability. Strengthen the study and training of new forecasters and improve their comprehensive business ability.

3. Focus on improving public service capabilities. Expand new channels of direct agricultural meteorological services and increase service products. In addition to flood control, the meteorological service field extends to forest protection and fire prevention, Spring Festival travel rush emergency, Yangtze River fishing, energy conservation and supply guarantee, maritime rescue, safety supervision, agricultural breeding, 1 10 public security management, traffic patrol road management, education system, health system, holiday tourism, major social activities, etc. At present, there are more than 5,000 free SMS early warning coverage groups in the city.

(B) to strengthen the "three rural" meteorological services

According to the Notice of China Municipal Bureau of Gas Reduction Letter [2014] No.25 on Organizing the Special Work of Agriculture, Countryside and Farmers in 2065 438+04, the construction of rural meteorological disaster prevention system will be effectively carried out. Organize demand research and complete the research report for agriculture. The information of rural meteorological information officers and town assistants was updated, and the responsible persons for disaster prevention and reduction in towns and villages were improved. On the basis of emergency plans for meteorological disasters at the county and city levels, all towns and villages have formulated emergency plans. Revise the performance appraisal indicators of towns and streets, and carry out semi-annual and annual assessments. According to the requirements of the annual performance appraisal, the town street science popularization and disaster prevention and mitigation training were organized, and five rural meteorological information officer trainings were held in March-July and August-September. Summarize and submit the direct meteorological services and statistical data of new agricultural business entities; Through meteorological services for farmers' cooperatives and large farmers, qq Group, WeChat and Weibo were launched. Investigate the benefits of meteorological services. Guide the information officer/volunteer to assist in observation. Accept 20 batches of social practice, community summer camp, small master newspaper and school science education. Xinqiao Community Disaster Prevention and Mitigation Science Museum is bidding according to the standard process and will open the tender in the near future.

(3) Actively develop environmental meteorological services.

Under the organization of the municipal government, the "XX 20 14 Ecological Civilization Construction Target Task Book" was signed to undertake three tasks: air pollution early warning and information release, improving early warning and emergency work plans, and providing meteorological support for ecological civilization construction. Signed a cooperation agreement with XX Environmental Protection Bureau on air pollution meteorological conditions research and data sharing. First, the establishment of atmospheric environmental monitoring and information sharing mechanism; Two, the establishment of air pollution forecasting and early warning joint consultation and service products joint release mechanism; Third, establish a joint investigation and evaluation mechanism for major atmospheric environmental pollution incidents; Four, the establishment of scientific research and development and business exchanges, training cooperation mechanism; V. Third, strengthen scientific management and party building.

(a) Participating in the management of local governments

Participate in the revision, discussion and release of a series of documents and emergency plans of XX municipal government. It mainly includes: Detailed Rules for the Implementation of XX Air Pollution Prevention Action Plan, XX Emergency Plan for Sudden Geological Disasters, XX Emergency Plan for Heavily Polluted Weather, XX Emergency Rescue Plan for Sudden Accidents in Hazardous Chemicals Production, XX Emergency Plan for Sudden Accidents in Industrial and Mining Enterprises, XX Emergency Plan for Snow and Ice Disasters, XX Emergency Plan for Sudden Water Supply Accidents, etc.

(B) to strengthen the management of meteorological society

Revise the emergency plan for meteorological disasters, improve the prevention plan for meteorological disasters, carry out the certification of emergency preparedness for meteorological disasters at the grassroots level, update the network of disaster prevention organizations, and carry out multi-level popular science propaganda and disaster prevention and mitigation education in cities, towns and village communities.

Implement the exploration environmental protection regulations, and strengthen the height design review and environmental management of surrounding buildings. Strictly implement the regulations on environmental protection of meteorological facilities and meteorological observation, participate in the height control of buildings around the observation site from the project design stage, actively communicate with local government leaders and departments, strive for support and understanding, and keep the observation environment score stable (89.6 points). Timely pruning and cleaning plants and piles inside and outside the meteorological compound.

Cooperate with local ports, safety supervision, public utilities and other departments to carry out lightning protection and anti-static, flood season, gas industry and other safety inspections. The lightning protection center is negotiating the safety inspection of more than 500 gas filling stations in the gas industry.

Organize community lectures on disaster prevention and mitigation and participate in square publicity around the themes of World Meteorological Day, Safe Production Month, Disaster Prevention and Mitigation Day and Popular Science Publicity Week.

(three) the implementation of administrative examination and approval system reform.

According to the principles of statutory authority, simple administration and decentralization, convenience, efficiency, openness and transparency, four administrative licensing matters, two related administrative services matters, two administrative licensing matters and related administrative services matters were sorted out. According to the principle of separating government from enterprise, the legal person and financial process of subordinate institutions have been adjusted. (5) Internal management and retirement management

Implement the political and living treatment of retired workers. Respect retired workers, report meteorological development achievements every year, and listen to their opinions and suggestions. Help them subscribe to newspapers and periodicals, so that they can understand the laws and policies of the party and the state. Timely payment of pensions, timely adjustment of the amount in accordance with relevant policies, careful organization of annual physical examination, and organization of visits in cases of illness, high temperature, annual festivals, etc.

Make full use of social resources, do refined internal management, and outsource security, sanitation, canteen, water and electricity, greening, equipment maintenance and other services, thus improving the professional and scientific level of internal management.

Carry out photography activities, singing competitions and picking activities for agriculture, rural areas and farmers, improve the collective consciousness of workers and harmonious team relations.

(six) to carry out mass line education and practice activities, deepen party building and anti-corruption work.

According to the deployment of the provincial and municipal bureaus, the second batch of the party's mass line education practice activities will be carried out in a solid manner.
