How did the circle vortex in the photo come out?

You can do it in photoshop, as shown below:

1.ps Open the photo and click Filter-Liquefaction.

2. Select the clockwise twist tool in the pop-up box, move the mouse pointer to the position to be twisted, and press and hold the left button, and the position will be twisted.

3. Press and hold until you are satisfied, and press Ctrl+S to save.
