Promoting the standardized construction of nursery institutions

1. All kinds of nursery service institutions should implement the registration and filing system in accordance with relevant regulations. If they are organized as public institutions, they should be approved by the staffing department of the Personnel and Social Security Bureau and apply to the municipal party committee for approval and registration. If a social service institution is organized, it shall apply to the civil affairs department of the Social Affairs Bureau for registration. The names of the above institutions shall conform to the provisions on the management of the names of the registration administration organs, and generally consist of the following contents: "administrative division name or place name+font name+nursery+organizational form", and the business scope is "nursery service"; If the organization is for profit, it shall apply to the Market Supervision Administration for registration. The name of the organization is "region+font size+nursery+organizational form", and the business scope is approved as "nursery service". After the approval and registration of the nursery institution, it shall timely register with the health department of the Social Affairs Bureau. The registration authority shall promptly push the agency registration information to the provincial data sharing exchange platform, and the relevant information shall be shared with the health and health department of the Social Affairs Bureau in a timely manner. All relevant departments should innovate and optimize the elements and processes of registration and filing according to the actual situation, and effectively improve the filing rate of nursery institutions in the whole region. The construction and establishment of all kinds of nursery institutions must conform to the relevant industry standards and regulations, and actually carry out nursery service activities. Institutions that have been filed but actually engaged in early education, teaching and training activities should be retired in time.

The local township (town) office, in conjunction with relevant departments, will investigate and deal with those institutions that are found to be engaged in infant care services under 3 years old but have not been registered, or whose business (business) scope does not indicate "child care services"; For institutions that fail to file in time after registration, or whose filing contents do not meet the relevant standards and norms, the health and health department of the Social Affairs Bureau shall notify the institutions, explain the reasons and disclose the information to the public, and notify the relevant departments at the same time.

Guide nursery institutions to sign service contracts with infant guardians, and specify important terms such as service period, charging items and amounts, standards and methods for refunding fees, one-time pre-charging time span of no more than 3 months, and ways and methods for resolving disputes between the two parties. Guide the service charges of nursery institutions to comply with relevant regulations, use standardized bills for charges, and coordinate the charging time and arrangement of nursery services.

2. Implement the information publicity system. Establish and improve the information disclosure system of infant care service institutions in Eastern District in accordance with the requirements for the filing management of infant care service institutions, timely disclose relevant policies, registration and filing requirements of infant care service institutions and relevant information of infant care service institutions on portals and government service websites, and accept social inquiries and supervision.

3. Strengthen health care and promote the combination of medical education. Nursery institutions should be equipped with full-time (part-time) health care personnel according to the actual scale of care, at least one part-time health care personnel should be equipped with less than 1 people, and at least one full-time health care personnel should be equipped with more than 1 people (inclusive). The market supervision and administration bureau, the social enterprise bureau (maternal and child health care, disease prevention and control, health supervision) and other departments should establish a joint office mechanism to jointly carry out professional guidance, supervision and management, and health evaluation and review on children's diet, physical exercise, health examination, sanitation and disinfection, disease prevention, health supervision and other health care work in nursery institutions, so as to create a good living environment for infants and ensure their physical and mental health. Nursery institutions can be used as designated units for primary service of pediatric and other related medical staff, and the service time is used as the primary service time, which is used as a scoring condition when medical staff declare professional senior titles.

4. Strengthen safety supervision according to law. The township (town) offices should bear the main responsibility for the standardized development and safe production of nursery institutions according to the principle of territorial management, and establish a system of supervision and inspection, security and accountability. Nursery institutions to carry out infant care services must comply with relevant national and local standards and norms, and bear the main responsibility for the safety and health of infants. Care institutions must establish a safety production management system. When the responsibility arrives at the post and the person arrives, they must be equipped with full-time (part-time) security personnel and physical defense facilities that are suitable for the actual scale of care. At least one part-time security guard is equipped for less than 1 people, and at least one full-time security guard is equipped for more than 1 people (inclusive). The monitoring and alarm system should be fortified for 24 hours, and the video in the nursery area should be fully covered, and the storage period of video data should be no less than 9 days. Care institutions that violate the relevant standards and norms of care services shall be punished according to law. If a crime is constituted, criminal responsibility shall be investigated according to law.

5. Implement quality evaluation, and regularly carry out quality evaluation of nursery institutions according to Zhengzhou's unified quality evaluation system. Gradually implement the professional qualification access system and blacklist system for employees in nursery institutions, and incorporate the quality evaluation of nursery institutions and the integrity files of employees into the information management platform of Zhengzhou nursery industry.

6. carry out demonstration creation. In the whole region, we will continue to carry out demonstration activities for infant care services. The township (town) offices should explore and carry out pilot projects for the construction of brand chain service institutions, community public private or private office-assisted institutions, kindergartens to set up kindergarten classes, and units to build welfare service institutions, support the development of various modes of child care service institutions, and promote the construction of a number of demonstration units. Actively explore the establishment of a "nursery consortium" mechanism, encourage demonstration institutions to pair up with newly-built nursery service institutions, give full play to the role of demonstration, lead and drive radiation, and continuously improve the overall level of infant care services. In-depth development of China Family Planning Association's eugenics guidance center, infant care service demonstration sites, parent-child cabins and other project creation activities, to promote the integrated development of infant care and early childhood development, and actively declare the establishment of China Family Planning Association's infant care service demonstration creation zone. Vigorously promote the demonstration project of child-friendly city construction, promote the construction and transformation of maternal and child facilities in public places, open green passages for mothers and children, promote the child-friendly transformation and adjustment of public facilities and preferential policies in urban blocks, roads, schools, hospitals, parks, libraries, tourist attractions, stations and other places, and promote the construction of facilities for off-campus activities such as children's labor education, natural education, extracurricular practice and quality development.
