Liwan District is the central urban area of ??Guangzhou and a core functional area of ??an important national central city. Historical evolution of Liwan District:
Liwan District was historically located outside the west gate of Guangzhou Fucheng, commonly known as Xiguan. It was named after the beautiful scenery of "a bay of green water and red lychees on both sides" name. The Liwan area has access to the ocean from the outside, navigation to various places within the country, and smooth land and water transportation. The business, fishery, and farmers are well-positioned at the right time and place, and the people are prosperous. In 196 BC, Lu Jia, a Han Dynasty official, came to Nannan and planted lotus roots and lychees beside the Xinzhong River not far from his Nicheng residence. During the Eastern Han Dynasty, the lychees here became a fine tribute to the emperor and a gift from the court to foreign envoys. Therefore, this geomantic treasure land was called "Litchi Bay".
During the Ming Dynasty, this place was already an important port for China’s foreign trade and cultural exchanges. At that time, the "Huaiyuan Station", the management organization for Guangzhou's overseas trade, was located near today's Shibafu. It was specially used for overseas envoys to stay in China and became a residence for Chinese and foreign merchants to engage in trade.
In 1685 AD, the Qing government established the Guangdong Customs. In 1757, the Qing government implemented the "closed door" policy, but chartered the Thirteenth Bank of China as a Guangzhou commercial bank to engage in foreign trade. From 1757 to 1842, the Thirteenth Bank became the only legal foreign trade port of the Qing government for 85 years.
In 1859, due to the Second Opium War, Shamian was forced to be leased to Britain and France as a concession. Foreign businessmen settled in Shamian to directly carry out trade in China.
In the 10th year of the Republic of China (1922), the Guangzhou City Hall was established, and the Xiguan area belonged to Guangzhou City.
In the 34th year of the Republic of China (1946), the Shamian Concession was recovered.
After the founding of New China, the West District was established in 1952 and renamed Liwan District in August 1960. In 2002, the Guangzhou Municipal Government implemented administrative division adjustments and classified Datansha Island into Liwan District. In 2005, with the approval of the State Council, the administrative area of ??the original Fangcun District was placed under the jurisdiction of Liwan District.
