On the basis of the original monitoring squadron, by increasing the number of law enforcement personnel, improving the quality of law enforcement personnel, strengthening law enforcement supervision, enhancing the number of inspections and other measures, the management function and level are continuously improved, and the management of scenic spots is continuously strengthened.

1July, 1996, Dalian Urban Construction Administration and the Municipal Planning Bureau jointly compiled the Master Plan of Dalian Scenic Area and the Color Infrared Aerial Photograph of Dalian, which were reported to the Urban Construction Department of the Ministry of Construction on June 10 of the same year. 1997 September, the Ministry of Construction approved the establishment (Cheng Jian [1997] No.243). The plan consists of 19 chapters, which respectively explain the overall planning, environmental quality, scenic features, tour services, environmental protection, infrastructure, transportation facilities, power and telecommunications, engineering planning, water supply and drainage, fire protection and other contents. According to the requirements of the Ministry of Construction, this year Dalian Urban Construction Administration and the Municipal Planning Bureau jointly designated the core scenic spots of scenic spots. The new core scenic spot planning is under examination and approval, and will be reported to the Ministry of Construction after approval. According to the principle of "strict protection, unified management, rational development and sustainable utilization", since 2003, landscape gardens have been located in the northern and eastern sections of Binhai Road, and 5 million yuan has been invested in bare rock greening, which has solved the problem of bare rock in scenic spots. In order to improve the hardware facilities of the seaside scenic spot, the landscape architecture department invested 2 million yuan to build four three-star toilets and three parking lots along Binhai Road, and placed more than 60 imitation wood trash cans and more than 40 rest tables and chairs along the road, which made the service facilities of the scenic spot more perfect. In June 2004, the greening renovation project of Cao Shi Village was completed, with a renovation capital of 600,000 yuan and a renovation area of 24,000 square meters. Planting trees 1.985, perennial flowers 50,000, paving lawn 1.500 square meters. Through greening transformation, the dirty, chaotic and poor environmental conditions around Cao Shi village have been changed. In 2003, Jiazhuang Park was rebuilt with an investment of 3 million yuan, and the buildings near the sea were demolished, so that the close-up view of the far sea was integrated into one, forming a natural space where the sea, mountains, islands, reefs and beaches are interdependent. After the renovation, Fujiazhuang Park has become the only waterscape park in Dalian, and the bathing beach ranks among the first batch of 16 excellent healthy bathing beaches in China. In 2007, the total investment was 6.5438+0.07 million yuan to renovate the beach of Jiazhuang Park. Invested 200,000 yuan to screen all the beaches of more than 40,000 square meters. Now the sand on the beach is even and the beach is flat. Invested 2.6 million yuan to build a heavy-duty sunshade and a two-way telescopic curved arm sunshade on the beach. Among them, one heavy sunshade 10, with the specification of 4m×4m. The umbrella cover is all made of all-weather outdoor shade cloth, woven with high-quality solution-dyed acrylic fiber imported from Spain, and the color is brick red; There are 50 bi-directional telescopic crank awnings, with specifications of 4.8m×4.8m and green and white stripe patterns. The ribs are coated with aluminum alloy plastic, and the wind resistance grade reaches 6, and the color retention is 5 years. It is the first time to use two kinds of sunshade facilities in major bathing beaches in Asia. Imported high-grade anticorrosive wood flooring is laid on the beach. All plates are imported from Russia, and the laying process is a rectangle of 6m×9m, which is assembled by connecting strip metal sheets. The whole beach floor area reaches1.350m2.. After laying, the overall effect of the beach is generous, clean and comfortable, which complements the vast potential of the sea and blue sky. Transform the water recreation area. The swimming area covers an area of more than 5,000 square meters. It is a large-scale multifunctional seawater swimming pool, which provides a hydrophilic and splashing place for children and beginners. Before the end of June, 200,000 yuan will be invested to upgrade the function of the water recreation area. Invest 4 million yuan to build a multi-functional venue integrating marine animal performance, catering and leisure in the water recreation area. In 2003, the area of Yanwoling was transformed to 28,000 square meters. The Yanwoling Scenic Area is expanded to the west by 2,000 square meters, with the addition of the Garden Road to the west, the construction of a 600-meter-long sea-watching trail, and the addition of scenic spots and observation platforms. In 2003, it invested 6.5438+0.6 million yuan to build a large-scale wood-like guide plate and pavilion, a 450-meter sightseeing road and install four simulated swallows. After the renovation, Yanwoling became the only park in Dalian to view the sea in a natural style. In order to fill the gap that there is no one-stop wedding park in Dalian, a wedding theme park was designed and built in Yanwoling. The park covers an area of 30,000 square meters, with a total investment of 10 million yuan. In June, 2004, the first and second phases of the wedding theme project in Yanwoling were completed, and new landscapes such as Dragon and Phoenix Column, Dragon and Phoenix Square, Tongxin Lock and Dragon and Phoenix Square were built. In 2005, the third phase of Yanwoling Wedding Park was completed, making it a one-stop wedding theme park with beautiful natural scenery and complete wedding facilities in Dalian. Up to now, Yanwoling Wedding Park is the newest, most beautiful and romantic wedding venue in our city, and its landscape has been highly praised by citizens and Chinese and foreign tourists. Since 2004, it has invested 6.5438+million yuan to rebuild the bare rock in Haizhiyun Park 18, with a length of 268 meters, an average height of 1 1 m and a total area of 2,948 square meters, and built hairtail sculptures, fish sculptures, shark jellyfish sculptures and paleontological fossils. All kinds of marine life sculptures are realistic by using physical simulation technology, which makes the eighteen plates and two sides become an important exhibition area of Dalian's large-scale marine culture at present, and are called the submarine grand canyon by Chinese and foreign tourists. In March 2004, the Landscape Architecture Department invested 3 million yuan to build an open-air seal pool of 1.560 square meters, a seal performance pool of 60 square meters and a fishing boat-shaped management room with a length of 30 meters and a width of 8 meters in Haizhiyun Park. The seal feeding pond is set with real stones, rockeries and stacked water, and a feeding sightseeing platform is built around it for tourists, so that tourists can really feel the pleasure of watching and feeding seals. The perfect combination of various buildings and the surrounding natural environment adds a new landscape to the park. In order to change the present situation of mixed traffic and crowded roads on Binhai Road, in 2005, an investment of 6,543,800 yuan+0.2 million yuan was made to build the experimental pedestrian walkway section in Yanwoling section of Binhai Road. The pedestrian walkway consists of a 500m solid wood section, a 500m imitation wood section and two viewing platforms, and the frame is cantilever structure. The clear width of the trail is 1.8m, and a guardrail with a height of 1.2m is set outside. The solid wood is made of Korean pine, which has been treated with antiseptic. Solid wood observation deck130m2, with a pavilion installed. Wood-like guardrail is oak-like, the ground is ash-like, the wood-like observation deck is 80㎡, and 28 groups of rest chairs are installed. After the completion of the project construction, a new landscape has been added to Binhai Road. In 2004, we invested 200,000 yuan to build a "membrane structure" landscape in Xinghai Park. The membrane material is made of French Ferrari brand 1002T special building materials, and the membrane material is processed by imported automatic special high-frequency welding machine. The "membrane structure" is supported by steel frame, the membrane material is white, and the height is 17m. It adopts a four-sided symmetrical structure, which is scattered up and down like a sail, beautiful and generous, reflecting the ocean, forming another beautiful landscape in Dalian. In 2003, the municipal government invested 3 million yuan to remove more than 30 fishing boats 130 in Fujiazhuang Park and Haizhiyun Park, and the park environment was further purified.

In order to implement the spirit of the Notice of the General Office of the Ministry of Construction on Comprehensive Renovation of National Key Scenic Spots (J.F.F. In 2006, the garden department invested more than 300,000 yuan to install modern information monitoring systems in Haizhiyun Park, Yanwoling Park, Labor Park and Fujiazhuang. Supervisors participated in the information supervision training organized by the Urban Construction Department of the Provincial Construction Department. The use of the system reduces the work intensity of managers and realizes the remote monitoring of scenic spot management. In order to strengthen forest fire prevention, in 2006, the garden department invested 3.6 million yuan to establish and put into use Dalian Fire Prevention Monitoring Command Center. The building area of the monitoring center is 245m2, and it is equipped with a TV wall composed of 14 flat-panel TV, two monitoring computers and 1 large LCD TV and other high-end digital monitoring equipment. The monitoring center has set up 44 monitoring points in the whole city, mainly including Paotai Mountain, Mopan Mountain, Xinzhai Nanshan, Wolf Cave and Mud Bridge. The setting of these monitoring points basically covers the main mountain forests in the city, providing modern monitoring means for urban forest protection and fire prevention, and also providing modern and effective means for scenic spot supervision. According to the Interim Standards for National Civilized Scenic Spots jointly issued by the Central Civilization Office, the Ministry of Construction and the National Tourism Administration, the natural and cultural resources of scenic spots are displayed by means of multimedia touch screen, large-screen image demonstration, objects or models, and the Guidelines for the Construction of Digital Scenic Spots of National Key Scenic Spots (Trial) issued by the Ministry of Construction. At present, Laohutan Ocean Park and Forest Zoo have set up tourist service centers and tourist consultation and inquiry systems. Other scenic spots are also actively operating, and internationally advanced LED display technology and satellite communication technology will be installed in the near future. Taking the national scenic spots as a platform, we will build a scenic spot publicity and simulcast network, realize information simulcast through the broadcast control center and LED large screens in various scenic spots, and promote peer-to-peer exchange and sharing of scenic spot publicity and promotion information.

(5) Standard setting of signs.

According to the national standard of Signs and Signs in Key Scenic Spots, in 2003, signs and signs of roads, parking lots and scenic spots (spots) in scenic spots were set up completely, and all kinds of public signs were clear, neat and beautiful, and marked with Chinese, English and Russian instructions respectively. In 2006, the Bureau of Landscape Architecture invested another 700,000 yuan to update 286 signs in the scenic spot. According to the norms of scenic spot construction, four scenic spots with unified standards have been set up at the entrance of Haizhiyun Park, Bangchuo Island Scenic Spot, Yanwoling Scenic Spot and Fujiazhuang Park.

(6) Construction management rules and regulations

According to the Provisional Regulations on the Management of Scenic Spots promulgated by the State Council and the Provisional Regulations on the Protection and Management of Scenic Spots in Liaoning Province promulgated by the Liaoning Provincial Government, since 2003, the Department of Landscape Architecture has successively formulated and improved the Detailed Rules for the Protection and Management of Dalian Seaside Scenic Spots, the Measures for the Assessment of Bath Management in Seaside Parks, the Interim Provisions on the Staff Management of the Department of Landscape Architecture, the Working Conference System of the Department of Landscape Architecture, and the Official Document Approval System of the Department of Landscape Architecture. The formulation and implementation of these management systems is of great significance to the nature protection and protection of scenic spots.

(7) Regulations on Scenic Spots

I bought the "Regulations on Scenic Spots" in bulk, so that department-level leaders, government agencies and grass-roots units all have a copy. In the process of law enforcement, according to the "Regulations", strict law enforcement has effectively protected the resources of scenic spots. In order to do a good job in publicity and implementation, we invested 400,000 yuan to purchase five special vehicles for safety inspection and publicity and education of law enforcement personnel in scenic spots. The construction and protection of scenic spots is a long-term process. In the future protection and construction of scenic spots, it is necessary to further clarify the value of protection and utilization of scenic spots, and constantly increase the study and implementation of the Regulations to make them well known. The competent department should publicize the scenic spots regularly or irregularly, so that more citizens and tourists can understand and implement the regulations. It is necessary to constantly strengthen the inspection and inspection of scenic spots, increase the protection and utilization of scenic resources, give full play to the role of scenic spots in economic construction, and inject new vitality into urban development.
