The second type is more than 30 secondary schools (junior colleges) under the former Ministry of Railways, which are actually entrusted to the Railway Bureau, Engineering Bureau and Locomotive Works. Around 2002, the Ministry of Railways, China Railway, China Railway Construction, China South Locomotive and CNR were placed under the local government, some were merged into local universities, and some established vocational and technical colleges.

The third type is the schools affiliated to the former Railway Bureau and Engineering Bureau, including technical secondary schools, technical schools, adult colleges and police schools. Since 2005, most of them have been cancelled, and some adult colleges and police schools are still running.
