2. Selection of public students studying abroad

(2) The public students studying abroad are divided into college students, graduate students, advanced students and visiting scholars.

(3) The study period of undergraduate, junior college and graduate students studying abroad is generally determined by the sending unit according to the educational system of the other country. The time limit for studying abroad and visiting scholars, according to the actual needs of the study and research projects, is generally three months to one year, and may be one and a half years in special circumstances, which shall be determined by the sending unit according to the dispatch plan.

(4) The sending unit should help and guide the overseas students to choose the units that study, study, practice or engage in research abroad. These units should have a high level or professional knowledge. (2) Application procedures and fund management measures for overseas students.

2. Measures for the administration of wages, length of service and related funds of public students studying abroad

(1) Within the approved study abroad period, the domestic salary will be paid by the original unit, and the length of service will be calculated in China. After the graduate students sent abroad by the government to study for doctoral degrees obtain doctoral degrees, the length of service is calculated during the approved doctoral degree study period. On-the-job personnel sent abroad to study for a degree shall be paid according to the relevant regulations of similar personnel in China during their study.

(5) After obtaining a doctorate abroad, graduate students who want to transfer to a third country for "postdoctoral" research or internship should generally return to China for a period of time before applying. In case of direct transfer from abroad to a third country due to special needs, an application shall be filed six months in advance and submitted to the Ministry, the Commission or the competent departments of provinces, autonomous regions and municipalities directly under the Central Government for approval.

1. Conditions, length of service and treatment of students studying abroad at their own expense

Graduate students studying in China are generally not allowed to interrupt their studies and study abroad at their own expense.

(4) All graduates of full-time publicly-funded institutions of higher learning at all levels, students above grade four (including grade four), graduate students, students who dropped out of school during this study period, and graduates of full-time adult institutions of higher learning must complete the service period according to regulations before they can apply for studying abroad at their own expense.

Students in the fourth grade and below in full-time institutions of higher learning (excluding the fourth grade) and students in full-time adult colleges at public expense may apply for studying abroad at their own expense after repaying the training expenses borne by the state during their studies. Those who return to China for service within eight years from the date of leaving the country will be refunded the training fees they have paid.

Full-time overseas students or graduate students studying in full-time institutions of higher learning or studying late are returned overseas Chinese, their relatives, compatriots from Hong Kong, Macao and Taiwan and foreign Chinese, and are exempt from training fees. Non-lineal relatives of the above six categories of personnel can apply for studying abroad at their own expense after repaying the training expenses borne by the state during their study; The immediate family members of those who should have completed the service period can be exempted from the service period, and the non-immediate family members can also be exempted from the service period after repaying the maintenance.

(5) Professional and technical backbones, including assistant researchers, lecturers, engineers, attending doctors and above, graduate students, outstanding literary and artistic backbones, outstanding athletes, backbone of government work and talents with special skills. Those who apply for studying abroad at their own expense should be included in the scope of public schools as far as possible. After approval, the management and domestic treatment during the period of studying abroad shall be handled in accordance with the Measures for Studying Abroad in Public Schools.

(6) Students from institutions of higher learning who are allowed to study abroad at their own expense can retain their school status for one year. If employees are allowed to study abroad at their own expense, their wages will be stopped from the next month after leaving the country and they will remain in public office for one year.

(7) After the on-the-job personnel go abroad to study and return to work at their own expense, the length of service before going abroad can be retained and combined with the working time after returning home to calculate the length of service. Those who have obtained doctoral degrees and returned to work in China, who are studying for doctoral degrees abroad, will be combined with their length of service in China. The method of calculating the length should be the same as that of public students.

(8) For self-funded overseas students who have completed their studies and returned to China and obtained a bachelor's degree or above, their international travel expenses for returning to China shall be provided by the state or the employing unit, and their domestic resettlement expenses shall be subsidized by the employing unit according to different situations.

(nine) graduate students, undergraduate and junior college graduates who study abroad at their own expense can contact our embassies and consulates abroad for relevant registration procedures in the first half of graduation, and the State Education Commission is responsible for arranging the distribution work; Or after returning to China, register with the State Education Commission, and handle it according to the provisions on the distribution methods and wages of similar public students studying abroad.

Self-funded overseas students who go abroad for personal reasons should apply for private passports, and the passport issuing agency is the public security department authorized by all provinces, autonomous regions and municipalities directly under the Central Government.
