Liuzhou City Greening Ordinance

Chapter I General Provisions Article 1 In order to strengthen the construction and management of urban greening, protect and improve the ecological environment, build livable cities and ecological garden cities, promote the construction of ecological civilization, and improve people's physical and mental health, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on Urban Greening and relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, protection and management of urban greening within the urban planning area of this Municipality. Third city greening administrative departments responsible for the city's urban greening work, urban greening administrative departments responsible for the area within the scope of responsibility of urban greening work.

Development and reform, finance, planning, urban management and law enforcement, administrative examination and approval, land and resources, housing and urban construction, transportation, water conservancy, agriculture, environmental protection, public security and other departments should do a good job in urban greening in accordance with their duties.

In the urban planning area, the greening work managed by the forestry administrative department as stipulated by relevant laws and regulations shall be implemented in accordance with relevant laws and regulations. Article 4 Urban greening should adhere to the principles of giving priority to ecology, adjusting measures to local conditions, paying equal attention to scientific planning and construction management, and optimizing plant allocation, give full play to the ecological, landscape and recreational functions of urban green space, promote colorful greening, three-dimensional greening and other greening forms, and highlight the landscape and characteristics of this city.

Encourage and strengthen scientific research and innovation of urban greening, popularize advanced technology of management and maintenance, and organize the cultivation and application of plant varieties suitable for this city. Article 5 The municipal and urban people's governments shall incorporate urban greening into the national economic and social development plan, and ensure the land and funds needed for urban greening development; Arrange special funds for urban greening, and make corresponding adjustments with the changes of urban greening area and management expenses. Article 6 The municipal and urban people's governments shall organize and carry out nationwide voluntary tree planting activities and mass greening work.

Units and individuals shall perform tree planting or other greening obligations in accordance with relevant regulations.

Encourage units and individuals to participate in urban greening work in the form of investment, donation and adoption. Units or individuals who recognize the construction of urban green space can enjoy the naming right of green space within a certain period of time, and those who adopt trees can enjoy the signing right in the tree protection card within a certain period of time, but they shall not change their property rights. Chapter II Planning and Construction Article 7 The municipal administrative department of urban greening shall, jointly with the municipal administrative department of planning, formulate the urban green space system plan according to the overall urban planning, and implement it after being approved by the Municipal People's Government, and report it to the Standing Committee of the Municipal People's Congress for the record.

If it is really necessary to change the planning of green space system due to special circumstances in the implementation, it shall be examined and approved in accordance with the original examination and approval procedures. Article 8 The planning of urban green space system shall determine the goal and layout of urban greening, stipulate the control principles of various types of urban green space, determine the area of urban greening land according to the prescribed standards, rationally arrange various types of green space, and pay attention to the allocation of greening trees with outstanding urban characteristics in urban main roads and key areas to form a complete urban greening system. Article 9 The municipal planning administrative department shall delimit the control lines of all kinds of green spaces (hereinafter referred to as green lines), and make them known to the public and accept public supervision.

The city green line shall not be adjusted without authorization. If adjustment is really necessary, the municipal planning administrative department shall examine and approve it in accordance with the original examination and approval procedures. Due to the adjustment of the green line, the green area decreased, and the newly planned green space should be implemented simultaneously to make up for it.

After the green line adjustment is completed, the municipal planning administrative department shall send the adjustment results to the municipal urban greening administrative department for the record within ten working days. Article 10 In the preparation of urban green space system planning, the green coverage rate of urban built-up areas is not less than 43%, the green space rate is not less than 38.9%, the per capita park green space area is not less than 14.6 square meters, and the production green space area is not less than 2% of the total area of urban built-up areas. Eleventh city park green space and road green space layout should adhere to the principle of overall arrangement and reasonable layout of green space area and location.

The layout of green space in the new district shall be determined according to the following principles:

(a) within a radius of 300 meters, at least 2000 square meters of park green space should be planned and built;

(two) within a radius of 500 meters, at least a park green space of more than 5,000 square meters should be planned and built;

(three) within a radius of two thousand meters, at least a park green space of more than ten thousand square meters should be planned and built;

(four) the layout of road green space is not less than the standard requirements of the Code for Planning and Design of Urban Road Greening. Article 12 The proportion of the attached green space area of a construction project to the total construction land area shall meet the following standards:

(a) the new residential area is not less than thirty percent, and the residential area belonging to the transformation of the old city is not less than twenty-five percent;

(2) No less than 35% of newly-built schools, hospitals and sanatoriums.

The proportion index of green land for industrial, commercial and other construction projects shall be implemented in accordance with relevant state regulations. Thirteenth municipal infrastructure structures such as expressways (elevated roads), rail transit, overpasses and overpasses, as well as large-scale single public buildings with a newly-built construction area of more than 20,000 square meters, should be afforested in three dimensions under the condition of meeting the safety of public buildings.

Encourage and support state organs, enterprises and institutions, office buildings, residential buildings and other buildings, structures and other places that meet the building specifications and safety requirements to implement three-dimensional greening.

The specific measures for the implementation of three-dimensional greening shall be formulated separately by the Municipal People's Government.
