Chapter I General Provisions Article 1 In order to protect and rescue rare and endangered wildlife, protect, develop and rationally utilize wildlife resources, and maintain ecological balance, these Measures are formulated in accordance with the provisions of the Wildlife Protection Law of People's Republic of China (PRC) (hereinafter referred to as the Wildlife Protection Law) and in light of the actual situation of this Municipality. Article 2 The term "protection of wild animals" as mentioned in these Measures refers to rare and endangered terrestrial and aquatic wild animals and terrestrial wild animals that are beneficial or have important economic and scientific research value.

The protection of aquatic wild animals other than rare and endangered aquatic wild animals shall be implemented in accordance with the provisions of the Fisheries Law of People's Republic of China (PRC). Article 3 Wild animal resources belong to the state.

The state protects the legitimate rights and interests of units and individuals that exploit and utilize wildlife resources according to law. Article 4 All units and individuals engaged in wildlife protection and management, domestication and breeding, teaching, scientific research, resource development, management and utilization in this Municipality must abide by these Measures. Article 5 All units and individuals have the obligation to protect wildlife resources, and have the right to report and accuse acts of encroaching on or destroying wildlife resources. Article 6 The administrative departments of agriculture (forestry) and fishery of the people's governments at all levels in this Municipality (hereinafter referred to as the administrative departments of wildlife) are responsible for implementing the national wildlife protection laws, regulations and these Measures, and are respectively in charge of the protection of inland wildlife and aquatic animals. Formulate plans and measures for the protection, development and rational utilization of wildlife resources.

City, district and county wildlife protection management stations and fishery administration inspection stations (hereinafter referred to as wildlife protection agencies) are responsible for daily management under the leadership of the wildlife administrative department. The wildlife protection and management station shall, according to the entrustment of the administrative department, handle illegal acts according to law. Fishery management checkpoints shall handle illegal acts in accordance with the functions and powers stipulated in the Fisheries Law of People's Republic of China (PRC).

Public security, industry and commerce, customs, animal and plant quarantine, commodity import and export inspection, environmental protection, animal husbandry, gardening, transportation, postal services, commerce, foreign trade, tourism, education, scientific research, medicine, health and other relevant departments shall actively cooperate with the wildlife administrative departments to do a good job in wildlife protection. Article 7 The business funds of wildlife protection institutions shall be included in the fiscal budget at the same level.

The city has set up a wildlife protection fund. Sources of funds include special financial allocations, self-raised wildlife protection agencies and donations from domestic and foreign units or individuals. The wildlife protection fund is managed by the municipal wildlife administrative department and used for wildlife protection in this Municipality. Chapter II Protection and Management of Wild Animals Article 8 The list of key protected wild animals in this Municipality shall be formulated and published by the Municipal People's Government. Article 9 People's governments at all levels in this Municipality shall carry out publicity and education on wildlife protection, and may designate appropriate time as wildlife protection publicity month and bird-loving week to raise citizens' awareness of wildlife protection. Article 10 Protect the living environment of wild animals, and do not pollute or destroy them. It is forbidden to accumulate or dump pollutants in places where wildlife under special protection mainly lives and breeds. The pollutant discharge of approved construction projects shall not exceed the prescribed discharge standards.

In areas or waters where wildlife mainly lives, breeds and hunts, wildlife nature reserves, game reserves and fishing areas may be designated.

Delineation of wildlife nature reserves in this Municipality shall be proposed by the municipal wildlife administrative department and promulgated after approval by the Municipal People's Government; The delineation of game reserves shall be proposed by the district and county wildlife protection agencies and promulgated after the approval of the district and county people's governments. Article 11 It is forbidden for any unit or individual to illegally hunt wild animals under special protection by the State and this Municipality. If the relevant departments or units of this Municipality need to hunt wild animals under special state protection due to special circumstances such as teaching, scientific research, breeding, exhibition, exchange, gift and medicine, it shall be handled in accordance with the provisions of Article 16 of the Wildlife Protection Law; Need to hunt the key protected wild animals in this city, must be audited by the municipal wildlife protection agency, reported to the municipal wildlife administrative department for approval, and obtain a special hunting and catching license, hunting license or fishing license. Article 12 Units and individuals that have obtained licenses must carry out operations in accordance with the types, quantities, locations, time limits, tools and methods specified in the licenses, so as to prevent accidental hunting, accidental catching, accidental injury to wild animals or damage to their living environment.

Emergency measures should be taken immediately for wild animals that are accidentally injured; Wild animals caught by mistake must be released immediately; The dead wildlife under special state protection shall be immediately reported to the local wildlife protection agency for handling. Thirteenth it is forbidden to use military weapons, air guns, explosives, poisons, hunting sets, ground bows and other tools, or to hunt wild animals by fire or electric shock. Article 14 Units and individuals that really need to enter the city's wildlife nature reserves or game reserves to investigate, practice teaching, collect specimens or take photos or videos of wildlife must apply to the municipal, district or county wildlife protection agencies respectively, and can make arrangements only after approval. Article 15 The State encourages the domestication and breeding of wild animals.

Units and individuals that domesticate and breed wild animals shall go through the formalities in accordance with the following provisions:

(a) to domesticate and breed wildlife under national first-class protection, an application must be submitted to the municipal wildlife administrative department. After being audited and reported to the the State Council wildlife administrative department for approval, the municipal wildlife administrative department will issue a domestication and breeding license.

(two) the domestication and breeding of national second-class protected wild animals or key protected wild animals in this city shall be examined and approved by the municipal wildlife administrative department and issued a domestication and breeding license.
