(1) Overall planning

as the working body of the provincial census leading group, the provincial cultural relics administrative departments are responsible for the specific organization and implementation of the provincial cultural relics census. The central link of cultural relics survey is field investigation. All provinces should mobilize professionals of the province's cultural and cultural system and related professional technicians, set up a census professional team, conduct field surveys and log in relevant materials and information. The census team is divided into teams and groups. Except in special circumstances, a census team should be established at the city (prefecture) level and a census group at the county level.
(II) Departmental Responsibilities

5. The financial department is responsible for reviewing, arranging, timely allocating and using the census budget, and doing a good job in supervision and auditing.
6. the surveying and mapping department is responsible for providing topographic maps with a scale of more than 1 to 5 for census data, data registration and measurement.
7. The statistics department guides the cultural relics department to do a good job in the statistics and analysis of census data, and organizes the examination and release of census data statistics.
8. The General Logistics Department of the People's Liberation Army is responsible for the cultural relics survey of military land in accordance with the unified deployment of the the State Council Census Leading Group and with the technical support of National Cultural Heritage Administration. Issues involving military secrets will be studied and solved in conjunction with the cultural relics department to ensure the integrity of the national cultural relics survey data.
9. All departments should work together to ensure the safety and protection of cultural relics in the general survey. The immovable cultural relics registered in the census are protected by the Law of the People's Republic of China on the Protection of Cultural Relics. People's governments at all levels shall organize relevant departments of cultural relics, public security, construction, transportation and water conservancy to take effective measures to ensure the safety of cultural relics in the general survey. All construction activities involving the general survey of cultural relics, including large-scale capital construction projects such as industrial, transportation and water conservancy facilities, shall implement the Law of the People's Republic of China on the Protection of Cultural Relics and the relevant provisions of this general survey. (5) Establish a census team. According to the actual needs of the census work, the provincial census leading groups shall formulate plans and plans for the formation of the team. Census institutions at all levels are responsible for specific implementation to ensure that professional and technical personnel are put in place. For areas with insufficient human resources, we should actively organize social forces to participate.
(6) Organize the training of census personnel at national and local levels. The training work is divided into two levels. At the national level, the training targets are the cultural relics protection managers of provincial census offices and senior professional and technical personnel who participated in the census. The training contents mainly include relevant laws and regulations, census norms and standards and related technical requirements, and organization and management of census work. The provincial training targets are the staff of census offices at all levels in the province and all census team members who participated in the census. So that all trainees can have the qualifications to participate in the third national cultural relics survey and ensure the quality of the survey.

(7) Carry out pilot census in all provinces and cities.

2. the second stage: from October 27 to December 29, the main task is to carry out cultural relics investigation and information data registration on the spot with the county as the basic unit, and collect, collate, review and file the census data.
(1) Each census team and group shall conduct on-site investigation, measurement, specimen collection, drawing, photographing and video recording of immovable cultural relics in the area under their responsibility according to the specifications and technical standards issued by National Cultural Heritage Administration, and earnestly do a good job in the collection and registration of cultural relics data and related materials.
(2) The survey data and information data are sorted and entered in time, and the person in charge of the census team is responsible for the examination and approval. Ensure the truthfulness and completeness of materials, information and original data.
(3) The office of the census leading group at or above the provincial level conducts spot checks on relevant census data and information data.
(4) Census data and materials are reported regularly. The county-level census leading group offices shall report the census electronic data, materials and census progress report to the prefecture (city) leading group office on a monthly basis, and the prefecture (city) leading group office shall report the census electronic data, materials and census progress report to the provincial leading group office and the provincial leading group office to the the State Council census leading group office on a quarterly basis.
