Measures of the Film Bureau on the Administration of Film Material Archives
The translated and released foreign films and the released films in Taiwan Province, Hongkong and Macau are also film art archives. Article 4 The film production unit or the import and distribution unit shall submit the standard copy to the National Film Archives within three months from the date when the film is allowed to be released; The materials will be submitted to the Xi 'an Material Library of the National Film Archives within two years, and special circumstances can be extended to three years. Article 5 The following procedures shall be strictly followed when delivering the materials:
(1) A List of Submitted Film Materials Files shall be filled out in quadruplicate. The submitter shall keep one copy for himself and send three copies to the Xi 'an Material Library (one copy shall be signed back after the acceptance of the Library and one copy shall be sent to the Film Management Department of the National Film Archives).
(2) Fill in the film material box label. Its contents include: material type, film title, film type, country, language, screen type (aspect ratio), length, film base, total number, this time, production factory, production time and translation factory. And distinguish the types of materials with different color boxes.
(3) the technical appraisal of the film material and the optical number card or optical number floppy disk are put into the first photo box.
(4) The submitted film materials should be as follows: The List of Submitted Film Materials, the label of the film box and the objects in the box are consistent and complete. Article 6 The following procedures shall be strictly followed when using the archived film materials:
(1) When using the film materials, the certificate signed by the legal representative of the film copyright owner shall be presented to the National Film Archives for use.
(2) The use of film materials by non-copyright owners requires the consent of the copyright owners, and the documents signed by their legal representatives shall be used in the National Film Archives.
(3) The relevant state organs may go through the formalities for the use of films that have been released to the public in order to perform their official duties.
(4) To use film materials that have exceeded the copyright protection period, it is proposed that users should apply to the National Film Archives with the supporting documents signed by the legal representative of the unit, and the National Film Archives has the right to decide whether to provide them for use.
(5) whoever uses the film material, if it is necessary to change the developing and printing factory in the middle, the user of the film material shall go through the change formalities with the National Film Archives.
(6) The National Film Archives can exchange and lend copies of domestic film materials with foreign film archives institutions, but it shall not harm the legitimate rights and interests of film copyright owners.
(7) The national film authorities have the right to restrict the use of specific films out of the library. Article 7 The longest time limit for the delivery of materials in Xi 'an Material Library of the National Film Archives is to deliver them to the railway within seven days from the day after receiving the complete procedures. If it cannot be delivered as scheduled, the reason shall be explained to the user in advance. Article 8 Technical Specifications for the Management of Film Materials
(1) Film materials and color films archived by the National Film Archives shall be kept in a constant temperature and humidity warehouse with a temperature of 5 1℃ and a relative humidity of 55-6%; Black-and-white film should be placed in a constant temperature and humidity warehouse with a temperature of 1 1℃ C and a relative humidity of 6-65%.
(2) if the producer keeps the film material for more than one year within the specified date, he must keep the film material in a constant temperature and humidity warehouse with a temperature of 2 1℃ and a relative humidity of 6-65%.
(3) The packaging materials of film materials should conform to the requirements of file preservation, that is, paper bags should be used, with a PH value of 7.-8.5, and do not contain acidic substances, oxidants and reductants.
A variety of polyvinyl acetate and photographic-grade gelatin can be used as label adhesives, and adhesives containing sulfur, iron and copper are not allowed.
the film box made of corrosion-resistant and non-volatile chemical gas should be used.
no part of the film material shall be bonded with tape paper.
(4) If the archived original background material is called for printing and copying, it shall be returned to the Xi 'an material library intact.
(5) Where flammable film materials are used to print copies for distribution at home and abroad, users must simultaneously print a set of brand-new safety materials and copies and submit them to the National Film Archives.
(6) If the film material is used and merged or divided into volumes due to the needs of the developing and printing process, a detailed text description shall be attached. This instruction is put into the first book box; If the content of the film needs to be deleted, it must be reported to the Film Administration for approval, and it is only allowed to be done on the newly produced correction (or turning over the bottom); If the content of the original film material is supplemented, the supplementary part shall also be put into storage and filed together with the original film material, and detailed written explanation materials shall be attached.
(7) When film materials are delivered and transported, they should be provided with safety measures such as fire prevention, waterproof, dustproof and loss prevention. From June 1st to September 3th every year, flammable materials and copies are stopped from entering and leaving the warehouse.
(8) The Xi 'an Material Library of the National Film Archives should replace the uniformly made packaging bags and film box labels after accepting the materials.
