That's bragging. A good photographer can shoot bad light as well as possible, but it is impossible to shoot bad light into a masterpiece.

There are many excellent photographers, some of whom control their own light. Such as flash, so there are so many light control accessories.

Even a landscape photographer won't press the shutter until the light reaches the position he wants.
