Provisions of Jiangsu Province on the Administration of Surveying and Mapping Geographic Information Achievements
Other relevant departments of the local people's governments at or above the county level shall be responsible for surveying and mapping geographic information related to their own departments in accordance with the division of responsibilities. Article 4 The administrative department of surveying and mapping shall establish and improve the emergency safeguard system of surveying and mapping, and provide timely and effective surveying and mapping achievements and technical services in response to natural disasters and other emergencies. Article 5 The management of surveying and mapping achievements and the application and development of geographic information shall abide by the relevant provisions of confidentiality laws and regulations, and take necessary confidentiality measures to ensure the safety of surveying and mapping achievements and geographic information data. Article 6 The intellectual property rights of surveying and mapping achievements are protected by law, and no unit or individual may infringe upon the legitimate rights and interests of the owners of surveying and mapping achievements. Chapter II Remittance and Custody Article 7 The provincial administrative department of surveying and mapping may entrust the municipal administrative department of surveying and mapping with districts to be responsible for receiving, summarizing and keeping the surveying and mapping achievements within their respective administrative areas. Eighth surveying and mapping projects completed by the provincial financial investment shall be declared to the provincial administrative department of Surveying and mapping by the units undertaking the surveying and mapping projects; Surveying and mapping projects completed by the financial investment of the cities and counties with districts shall be submitted by the units undertaking the surveying and mapping projects to the administrative departments of surveying and mapping of the cities with districts.
Surveying and mapping projects completed with other funds shall be submitted by surveying and mapping project investors to the municipal administrative department of Surveying and mapping where the surveying and mapping project is located; Among them, surveying and mapping projects across the administrative areas of cities divided into districts shall submit surveying and mapping results to the provincial administrative department of surveying and mapping.
Investors in surveying and mapping projects and units undertaking surveying and mapping projects may agree that the surveying and mapping results shall be submitted by the corresponding surveying and mapping administrative departments in one direction, and ensure that the surveying and mapping results submitted are true, complete and standardized. Article 9 Surveying and mapping data shall be submitted free of charge. If it belongs to the basic surveying and mapping results, a copy of the surveying and mapping results shall be submitted; If it belongs to non-basic surveying and mapping achievements, a catalogue of surveying and mapping achievements shall be submitted.
The basic surveying and mapping achievements that should be remitted include:
(1) Description of mapping points, achievement tables, network diagrams (road maps) and related technical reports of national satellite positioning survey, triangulation (traverse) survey, leveling survey, astronomical survey and gravity survey;
(2) Data and image data obtained from basic aerial photography, as well as aerial photography acceptance report, index map and aerial camera verification data;
(3) Remote sensing data and data description documents of basic geographic information obtained from earth observation by remote sensing satellites and other spacecraft;
(four) the national basic scale topographic map, image map and its digital products and related technical reports;
(five) the data, information and related technical reports of the basic geographic information system;
(six) administrative maps at or above the county level and related technical reports;
(seven) other surveying and mapping achievements stipulated by the state.
The catalogue of non-basic surveying and mapping achievements that should be remitted includes:
(1) Catalogue of urban and regional settlement observation results;
(2) catalogue of pipeline survey results;
(3) Catalogue of cadastral surveying and mapping achievements;
(four) the catalogue of real estate surveying and mapping results;
(5) Catalogue of thematic maps (including image maps);
(6) Catalogue of GIS achievements;
(7) Directory of Internet map points of interest;
(eight) the catalogue of surveying and mapping results of administrative boundaries;
(nine) underwater topographic survey and scanning survey results directory;
(ten) other surveying and mapping achievements that the administrative department of Surveying and mapping considers to have shared value. Tenth units undertaking surveying and mapping projects or investors in surveying and mapping projects shall, within 3 months from the date of completion and acceptance of surveying and mapping projects, submit copies or catalogues of surveying and mapping results to the corresponding administrative departments of surveying and mapping.
The administrative department of Surveying and mapping shall, when receiving a copy or catalogue of surveying and mapping results, issue a remittance voucher.
The administrative department of Surveying and mapping of a city divided into districts shall timely summarize the copies or catalogues of surveying and mapping results and report them to the provincial administrative department of Surveying and mapping before the end of July this year and next year 1. Eleventh provinces and districts of the city administrative departments of Surveying and mapping from the date of receipt of the copy of Surveying and mapping results or directory 10 working days, shall be handed over to the surveying and mapping results storage unit.
The provincial administrative department of Surveying and mapping shall compile the catalogue of surveying and mapping achievements in the province in time and announce it to the public. Twelfth surveying and mapping results storage units shall, within 1 month from the date of receiving the copy or catalogue of surveying and mapping results, establish archives and databases of surveying and mapping results in accordance with the provisions of the Archives Law of People's Republic of China (PRC).
The storage unit of surveying and mapping achievements shall strengthen the collection, collation and archiving of historical data of surveying and mapping achievements.
