What is the main content of Police and People?

In China, the relationship between the police and the people has always been called "the relationship between fish and water". This is a metaphor to illustrate the close and important relationship between the police and the people, just like fish can't live without water. However, from an academic point of view, this visualized "fish and water theory" does not reveal the specific connotation of the relationship between the police and the people. Today, when democracy and the rule of law are advocated, it is very urgent to deeply explain the relationship between the police and the people from the perspective of democracy and the rule of law for guiding public security practice and building a harmonious relationship between the police and the people. In my opinion, under the new historical background, there are at least three kinds of relations between the police and the people: first, from the source of power, the relationship between the police and the people is a "entrustment-responsibility" relationship. According to the principle of people's sovereignty, all state power belongs to the people, and police power is no exception. However, in any country, it is impossible for the people to directly exercise all state power, but they must be entrusted to government organs and civil servants through the Constitution and laws. In China, police power comes from the Constitution and laws, and ultimately from the people. The public security organs and the people's police are entrusted by the people to exercise their power, and they must be loyal to the people and do their duty. In this way, a "trust-responsibility" relationship has been formed between the police and the people. The people are the masters and the police are the servants. Second, from the perspective of power purpose, the relationship between police and people is a "demand-service" relationship. The establishment of any public power is to meet certain social needs. The emergence of police institutions and police power lies in meeting people's needs for security and order. According to the theory of public management, the police organization is a kind of social service organization, which provides public goods such as security and order to the society. With the popularization of the concept of service administration, police agencies all over the world are strengthening their service functions and actively responding to public demands. In China, with the development of the economy and the progress of the rule of law, the public's demand structure is undergoing major changes, and basic needs such as food and clothing and security have been solved, while the demand for freedom, human rights and dignity is increasing day by day. This requires the people's police to adapt to this change, adhere to strict, fair and civilized law enforcement, improve law enforcement methods and strengthen human rights protection. Otherwise, there will be a gap between public demand and public security work, and people will be disappointed and dissatisfied. Third, from the perspective of power operation, the relationship between the police and the people is "law enforcement-support". The people empower the police through the Constitution and laws, and the police should strictly enforce the law and serve the people. On this basis, the people have the obligation to obey and support the police in law enforcement. In essence, this kind of obedience and support is obedience and support to the constitution and laws that represent his will. In a society ruled by law, the establishment of police law enforcement authority is an important guarantee for maintaining social order. Of course, there are two basic prerequisites for people to obey and support the police: first, the source and exercise of police power are legal and recognized and trusted by the people; Second, the police agencies are conscientious and can actively meet the needs of the public. These two points are the premise and foundation for citizens to voluntarily obey and support police law enforcement. On the other hand, if the police abuse their powers in law enforcement, violate the law and discipline, or because of incompetence, rampant crime and disorderly public order, people will be dissatisfied with the police, which will lead to disobedience, support and even resistance, and the police's law enforcement authority will not be established. This can be used to explain the frequent phenomenon of assaulting police in today's society.
