Although the work has made some achievements, we also realize that there is still a big gap between the current afforestation and greening work in our city and the requirements of building a beautiful Qingdao and the expectations of the general public.

With the development of economy and society, the greening work in our city has also encountered some new difficulties: First, there is less and less green land. In recent years, the places suitable for afforestation in our city are basically saturated, and the growth space of new afforestation is getting narrower and narrower. The main position of afforestation has been transferred to barren hills and beaches with marginal gaps and poor site conditions, and the work is becoming more and more difficult. Second, the cost of afforestation has risen. With the development of economy and society, afforestation and greening efforts have been generally increased in various places. Due to the growing demand for seedlings, the price of seedlings keeps rising, and the cost of afforestation and the management cost after afforestation are getting higher and higher.

(C) inadequate protection of resources

Strengthen scientific and technological support, vigorously promote the five major constructions of ecological promotion, ecological isolation, ecological restoration, ecological protection and ecological benefit to the people, and implement ten major projects such as forest tending and wetland restoration in accordance with the principles of adapting to local conditions, adapting trees in suitable places and mixing colors to achieve sound and rapid development of island city forestry.

First, further improve the forest fire prevention infrastructure. Strengthen the construction of fast-track forest fire prevention, forest protection rooms and checkpoints, realize barrier-free access to fire fighting in key areas, ensure the rapid transportation of forest fire prevention personnel, materials and equipment, and ensure that there are no hidden dangers in designated duty inspections; Do a good job in the construction of professional team for forest fire fighting, strengthen equipment configuration and improve the fighting ability; Strengthen the construction of forest resources management team, improve the system, implement the responsibility, guarantee the treatment and improve the management effect. And further strict supervision and inspection to eliminate potential safety hazards. In accordance with the requirements of "full coverage, zero tolerance, strict law enforcement, and practical results", we will conscientiously carry out unannounced visits, comprehensively find out fire hazards, and implement rectification measures one by one. The second is to adhere to strict law enforcement. We will combine regular law enforcement supervision with special crackdown, and severely crack down on illegal and criminal activities such as forest fires caused by illegal use of fire, as well as illegal hunting and operation of wild animals and plants. The third is to give priority to protection. By establishing and perfecting nature reserves, wetland parks, zoos, botanical gardens and germplasm resources banks, wildlife resources can be effectively protected and biodiversity maintained.

Our bureau will actively explore the establishment of ecological resources monitoring and evaluation mechanism, and strive to realize the institutionalization, digitization and normalization of dynamic monitoring of ecological resources. According to the development idea of "ecological priority, industrial support and cultural guidance", we will actively change the mode, adjust the structure and benefit the people's livelihood, and gradually form seven leading industrial systems, including wood production and processing, forestry machinery processing and manufacturing, seedlings and flowers, woody grain and oil and characteristic economic forests, forest tourism, undergrowth planting and breeding, and wildlife domestication and breeding, deepen and improve the sustainable management ability of ecological spacing projects, consolidate the achievements of 10,000 mu forest farm construction, and promote the establishment of a green growth system of forestry industry.

Four, the opinions and suggestions put forward by the public representatives in the previous year were handled and included in the decision.
