Camera Raw (ACR) can be regarded as a plug-in in PS, which is used to read and adjust the camera Raw format.

Lightroom (LR for short) is a software for batch management and processing of pictures. Pictures in JPG, TIFI or RAW format can be directly managed without conversion.

ACR basically adjusts the picture like LR, and has no other functions. After all, it is only a plug-in, and the camera models supported by ACR are limited.
