Kong Decheng, Han nationality, is a native of Xingcheng, Huludao City, Liaoning Province, and his ancestral home is Shandong. 1973 was selected by poor middle peasants and sent to Xingcheng Agricultural Machinery School. 1980 After returning to the city, he was assigned to the pipe network workshop of the original machinery branch of Jinxi Chemical General Factory, and worked as a worker in a supervisor group and also as a reporter in the workshop. 1983, the pipe network workshop was cancelled and the power plant was restored to the automobile workshop. 1989, the factory was assigned to the boiler workshop of thermal power plant as a full-time correspondent.
