Interim Provisions of the People's Government of Hebei Province on Surveying and Mapping Management
Chapter 1 General Provisions Article 1 In order to strengthen the management of surveying and mapping and give full play to the role of surveying and mapping in economic construction, these regulations are formulated in accordance with relevant national regulations and in combination with the actual situation of our province. Article 2 Those who engage in surveying and mapping activities within this province and use or involve surveying and mapping data, surveying and mapping files and various survey marks within this province must abide by these regulations.
Military units should also comply with these regulations when engaging in local surveying and mapping services. Article 3 The Provincial Bureau of Surveying and Mapping is the administrative department in charge of surveying and mapping management in the province and is responsible for managing the surveying and mapping business in the province.
City (prefecture) and county surveying and mapping management agencies are responsible for surveying and mapping management within their respective jurisdictions, and are under the leadership of the Provincial Surveying and Mapping Bureau in terms of business.
Provincial professional surveying and mapping units, national professional surveying and mapping units in the province, are guided by the Provincial Surveying and Mapping Bureau in surveying and mapping business. Chapter 2 Surveying and Mapping Management Article 4 Those engaged in surveying and mapping activities within the province must hold a surveying and mapping license issued by the Provincial Bureau of Surveying and Mapping, otherwise they are not allowed to conduct surveying and mapping. Article 5 Units engaged in surveying and mapping work within the scope specified in the surveying and mapping license shall register with the surveying and mapping management agency where the survey area is located and be subject to its management. When a certified surveying and mapping unit carries out surveying and mapping work, no unit or individual may obstruct it. Article 6 When a surveying and mapping unit of this province undertakes a foreign surveying and mapping project, it must obtain approval from the Provincial Surveying and Mapping Bureau. No unit shall allow foreign personnel without approval from the State Bureau of Surveying and Mapping to conduct surveying and mapping within the province (including sea areas). Article 7 The surveying and mapping work of various boundaries and cadastres in the province shall be jointly managed by the Provincial Bureau of Surveying and Mapping in conjunction with relevant departments. Surveying and mapping units without the approval of the Provincial Bureau of Surveying and Mapping are not allowed to conduct various types of boundary and cadastral surveying and mapping. Otherwise, the measured data will not be used as the basis for ownership. Article 8: Any aerial photography within the province must be submitted to the Provincial Bureau of Surveying and Mapping for approval before proceeding. Chapter 3 Technical Management Article 9 Whenever surveying and mapping is carried out within the province and reaches or exceeds the following limits, the technical design document must be submitted to the Provincial Surveying and Mapping Bureau for approval.
(1) Mapping limits: The scale is greater than one thousandth, and the area is ten square kilometers; the scale is one thousandth, and the area is twenty square kilometers; the scale is one thousandth, and the area is twenty square kilometers; the scale is one thousandth, and the area is twenty square kilometers; Thirty square kilometers; a scale of 1/10,000, an area of ????50 square kilometers; a scale of 1/25,000, an area of ??200 square kilometers.
(2) Geodetic control limit: Geodetic control survey combined with surveying and mapping limit; separate first, second, third and fourth astronomical geodetic survey.
(3) Compilation and publication of various general maps and atlases. Article 10: The measurement of various surveying and mapping projects must be carried out in accordance with the prescribed surveying and mapping benchmarks and technical standards.
Surveying and mapping projects that reach or exceed the limits of this regulation must implement the surveying and mapping technical specifications and diagrams issued by the State Bureau of Surveying and Mapping or the professional surveying and mapping technical specifications issued by various national ministries, and adopt the national unified coordinate system, elevation system and Framing method.
When using an independent datum, it must establish a reliable connection with the national surveying and mapping datum, and must be approved and released by the Provincial Surveying and Mapping Bureau. Article 11 The Provincial Bureau of Surveying and Mapping may organize relevant personnel to conduct inspection and acceptance or spot checks for surveying and mapping projects that reach or exceed the limits of these regulations to review the quality of the resulting maps.
Surveying and mapping management agencies at all levels can supervise and inspect the quality of surveying and mapping products within their jurisdiction. Article 12 The annual surveying and mapping plan and year-end statistics of surveying and mapping projects that reach or exceed the limits specified in this regulation must be sent to the Provincial Surveying and Mapping Bureau for record. Chapter 4 Management of Surveying and Mapping Data and Archives Article 13 Surveying and mapping data and archives shall be managed in a hierarchical and centralized manner. Specific management measures shall be formulated by the Provincial Bureau of Surveying and Mapping. Article 14 Aerial photography data completed by surveying and mapping units and professional surveying and mapping data that reaches or exceeds the limit of this regulation may be provided to other units for use at a fee, but must be implemented in accordance with the management regulations formulated by the Provincial Surveying and Mapping Bureau. The charging standards shall be implemented in accordance with the relevant regulations of the State Planning Commission, the State Bureau of Surveying and Mapping and our province. The charging regulations of our province are formulated by the Provincial Bureau of Surveying and Mapping in conjunction with the Provincial Price Management Department. Article 15 Surveying and mapping management agencies at all levels and relevant surveying and mapping data management units shall promptly provide the Provincial Bureau of Surveying and Mapping with catalogs of surveying and mapping data. The Provincial Bureau of Surveying and Mapping will regularly compile catalogs of surveying and mapping data for use throughout the province. Article 16 The surveying and mapping data obtained from the relevant units in accordance with the surveying and mapping data and archives management regulations formulated by the Provincial Bureau of Surveying and Mapping shall only be used by the unit and shall not be copied, copied, reproduced, transferred or sold without authorization. When copying is necessary, it must be approved by the Provincial Bureau of Surveying and Mapping and managed according to the original confidentiality level. Article 17: No unit or individual may provide or publish in any form any surveying and mapping data that has not been publicly released by the state to foreign countries or personnel from Hong Kong and Macao. When it is necessary to provide surveying and mapping data to foreign or Hong Kong and Macao personnel, it must be reported to the Provincial Bureau of Surveying and Mapping for approval. Article 18 When relevant units need surveying and mapping data, they should present a special official letter for requesting surveying and mapping data uniformly printed by the Provincial Bureau of Surveying and Mapping before they can receive it. Chapter 5: Map Compilation and Publication Management Chapter 5: Map Compilation and Publication Management Article 19: The Provincial Bureau of Surveying and Mapping is responsible for managing the province’s map compilation, publication and update work. Article 20: Map compilation and publication work must strictly implement the "my country Map Compilation and Publication Management Measures" issued by the State Council. Any ordinary maps or atlases that are kept secret and used internally by the province, city (prefecture) or county are compiled, published or republished. Samples must be submitted to the Provincial Bureau of Surveying and Mapping for approval before printing, and filed with the Provincial Bureau of Surveying and Mapping after printing. Article 21 All maps showing China’s national boundaries must be submitted to the Provincial Bureau of Surveying and Mapping for approval before printing.
