Qingdao City Public Security Video Image Information System Management Measures

Chapter 1 General Provisions Article 1 In order to standardize the planning, construction, management and application of our city's public security video image information system, improve the ability to prevent and handle emergencies, and protect public security *Safety, protect the legitimate rights and interests of citizens, and formulate these measures in accordance with relevant laws and regulations and in conjunction with the actual situation of this city. Article 2 These Measures shall apply to the planning, construction, management and application of public security video image information systems within the administrative region of this city.

The term "public safety video image information system" (hereinafter referred to as the video image information system) as mentioned in these Measures refers to the use of video image collection technology and equipment to monitor places and areas involving public safety. A system for collecting, transmitting, displaying, and storing image information. Article 3: Public security organs are responsible for the guidance, supervision and management of the planning, construction, management and application of video image information systems within their respective administrative regions.

Departments and agencies such as development and reform, finance, planning, urban and rural construction, economy and informatization, e-government, and emergency response should do relevant work according to their respective responsibilities.

Regulatory departments of various industries and systems should guide and inspect the planning, construction, management and application of video image information systems in their own industries and systems. Article 4 The construction and application of video image information systems shall follow the principles of unified planning, overall coordination of construction, maximum sharing of resources, and legal use. Article 5: In the construction and application of video image information systems, state secrets and commercial secrets must not be disclosed, and personal privacy and other legitimate rights and interests must not be violated. Chapter 2 Planning and Construction Article 6 The public security organs shall, in conjunction with the development and reform, economy and informatization, emergency and other relevant departments, prepare the construction of the video image information system in the administrative area based on the needs of public security in the administrative area. The plan shall be implemented after being submitted to the local government for approval in accordance with management authority.

The planning and construction of the video image information system should make full use of existing network resources and avoid duplication of construction. Article 7 The following places and areas involving public security should build video image information systems:

(1) Radio stations, television stations and other important news units;

(2) Airports, ports, large stations, urban main roads, important traffic intersections, bridges, tunnels;

(3) Telecommunications, postal services, and financial institutions;

(4) Large energy and power facilities , water conservancy facilities and urban water, electricity, gas and heat supply facilities;

(5) Large material reserve units and large business centers;

(6) Museums, archives, key Cultural relics protection units, educational, scientific research, and medical units, and large cultural and sports venues;

(7) Units that develop, produce, sell, and store dangerous goods or experiment and preserve infectious bacteria and virus strains;

(8) Other places and areas determined by laws, regulations, rules and the municipal government.

The municipal competent department for the construction of video image information systems may determine other places and areas where video image information systems should be installed as needed and submit them to the municipal government for approval. Article 8 The construction of urban main roads, important traffic intersections, bridges, tunnels and key areas involving public safety shall be organized by relevant departments of the municipal and district (city) governments.

Places and areas where video image information systems should be constructed other than those specified in the preceding paragraph shall be organized and constructed by the management and user units.

Other units and individuals are not allowed to build video image information systems in public places without authorization. Article 9 It is prohibited to set up video image collection equipment in the following places and areas involving personal privacy:

(1) Offices of state agencies, enterprises and institutions;

(2) Hospitals, Wards in medical institutions such as nursing homes;

(3) Hotel rooms;

(4) Staff and student dormitories;

(5) Public makeup Rooms, fitting rooms, rest rooms;

(6) Public bathrooms and changing rooms;

(7) Public bathrooms;

(8) Corridors and windows of residential buildings;

(9) Other places and areas involving personal privacy.

For places and areas where video image information systems should be built, if the installation of video image collection equipment may infringe on personal privacy, measures shall be taken to prevent infringement of personal privacy. Article 10: If a video image information system should be installed in a new construction, reconstruction or expansion construction project, the video image information system should be designed, constructed and put into use at the same time as the main project of the project. Article 11 When constructing a video image information system, the construction unit may independently select qualified security technology prevention products and security technology prevention system design, construction and maintenance units. Public security organs and other administrative departments are not allowed to designate product brands and sales units, nor are they allowed to designate design, construction and maintenance units. Article 12 The construction of video image information systems shall comply with relevant national standards and technical specifications promulgated by relevant government departments. Article 13 When building a video image information system, interfaces to the alarm receiving center and emergency command platform should be reserved. When major public security emergencies occur, emergency management agencies and public security organs can access it.

The video image information system invested and constructed by the government should be managed according to the security level, and connected to the municipal and district (city) emergency command systems in different levels and with different permissions to achieve interconnection. Specific regulations on hierarchical authority shall be formulated separately by the municipal emergency management agency in conjunction with the municipal public security, economic and information technology, e-government and other departments.
