According to the provincial and municipal "Implementation Opinions on Public Recruitment of New Personnel in Institutions", combined with the reality of our county's education system, with the consent of the county government and in accordance with the principle of "openness, equality, competition and merit-based", in 20 12 years, our county openly recruited 240 teachers for the society, including 200 rural primary school teachers, 30 urban preschool teachers and 650 secondary vocational school teachers. In order to ensure the smooth progress of this open recruitment, this implementation plan is specially formulated.

I. Scope and target of recruitment

Graduates of ordinary colleges and universities, employees of enterprises and other social personnel who meet the requirements and positions for registration. Anyone who is registered in our county's education system cannot participate in this open recruitment.

Second, the application conditions

(1) Anyone who meets the following conditions can apply for the exam ("above" or "below" in the age and education of this scheme includes the corresponding level).

1. Abide by the Constitution and laws, have good political quality, love the socialist motherland, support the party's principles and policies, and have good conduct;

2. Volunteer to serve rural compulsory education and preschool education, with a strong sense of professionalism and responsibility;

3. To apply for rural primary school teachers, you must have a permanent residence in Gushi County or a native of Gushi County (those with ordinary full-time undergraduate education or above, college students who participate in the "three supports and one support" program for college graduates in Gushi County, and those who have served in poverty-stricken counties for more than 2 years are not subject to household registration restrictions). Apply for pre-school education and secondary vocational school teachers in urban areas, and the household registration is not limited;

4. Meet the age requirements of the recruitment position. Among them, the age requirement for applying for rural primary school teachers and secondary vocational school teachers is below 30 years old (born after July 3 1982), and the age requirement for applying for urban preschool education teachers is below 25 years old (born after July 3 1987);

5. To apply for rural primary school teachers, it is required to have an ordinary full-time college degree or above, and at the same time have a teacher qualification certificate (ordinary full-time undergraduate degree or above is not limited), and the major is not limited;

6. To apply for preschool education teachers in urban areas, it is required to have an ordinary full-time college degree or above in preschool education or preschool education, and hold a teacher qualification certificate;

7. To apply for secondary vocational school teachers, you must have an ordinary full-time undergraduate degree or above. Compulsory majors are: numerical control technology application, machinery manufacturing and automation, automobile service engineering, food science and engineering;

8. Physical conditions that meet the post requirements.

(2) Persons under any of the following circumstances shall not apply for the examination.

1. Having received criminal punishment for committing a crime;

2. Being punished by Party discipline and discipline, and the punishment has not been lifted;

3. Have been expelled from public office or student status;

4. Being investigated for violation of laws and regulations;

6. Others that do not meet the requirements for registration.

Third, the registration time, method and requirements

(1) Time and place of registration

Registration is conducted by on-site registration.

(2) Registration methods and requirements

1. When registering, please register at the registration point with your valid ID card, graduation certificate, employment registration certificate or employment agreement stamped by the school employment guidance department, the original and photocopy of teacher qualification certificate, and 1 recent one-inch color photos with the same edition.

Qualification examiners collect information on the spot, and the examination fee is 100 yuan.

3. Candidates apply for the position and requirements announced in the recruitment plan, and each candidate is limited to one position. The need to apply for rural primary schools should be reported to specific towns and schools, the need to apply for urban preschool education should be reported to specific schools, and the need to apply for secondary vocational education should be reported to schools and specific majors. 4. The competition ratio between the number of applicants and the number of candidates to be recruited should reach 2: 1. If the proportion requirements are not met, the number of people to be recruited should be reduced accordingly.

5. This recruitment, qualification examination runs through the whole process of examination and employment, and the information submitted by the applicants and the relevant materials provided must be true and effective. Anyone who finds that the applicant does not meet the qualifications required for the post to be hired and practices fraud in the recruitment process will be disqualified and recorded in the integrity file, and may not participate in any recruitment examination organized by the county within three years.

6. Those who pass the registration qualification examination will receive the admission ticket at the registration place with their ID card and registration examination fee bill from August 23rd to August 24th. Those who fail to receive it within the time limit shall be deemed to have given up automatically.

Four. Recruitment methods and procedures

Recruitment is divided into written examination, interview, physical examination, political examination and employment. The whole recruitment process is supervised by the society and the masses, so that the recruitment procedures, quota indicators and results are open, transparent and sunny.

(1) Written examination

The written test shall be organized and implemented by the county human resources and social security bureau in conjunction with the county education and sports bureau in a closed-book manner, and the time and place shall be subject to the printed admission ticket.

The written test focuses on the ability of candidates to analyze and solve problems and the basic skills of teachers, with a full score of 100.

2. Reward points. According to the relevant regulations of the state and the province, the written test scores of the following personnel will be given extra points according to the regulations: First, college students who have passed the examination after the expiration of the volunteer service plan for the western region of the country and the volunteer service plan for poverty-stricken counties in our province; Second, college students who have passed the examination after the expiration of the service period of the "three supports and one support" plan in our province; And the third is the college student village officials who have participated in the "College Student Village Officials" program in our province and have worked in rural areas for more than 2 years and other personnel who meet the policy requirements. Among them, college students and village cadres will get 10 on the basis of written test results, while others will get 5 points on the basis of written test results, and each person can only enjoy one extra point. Applicants who intend to enjoy the bonus policy must submit relevant certificates (certificates) at the time of registration, and will not be accepted after the deadline.

3. This exam does not specify an exam counseling book, nor does it hold or entrust any institution to hold an exam counseling training class.

(2) Interview

The interview is organized by the county human resources and social security bureau in conjunction with the county education and sports bureau, and the interview time and place will be notified separately. The interview of rural primary school teachers is conducted in a structured way, and the interview of urban preschool education teachers is conducted in a talent display way, with a full score of 100, and the results are announced on the spot.

Rural primary school teachers draw lots in villages and towns to score points, and according to the written test results, the interviewer is determined from high score to low score according to the ratio of the number of recruits 1: 1.5. Teachers of preschool education in urban areas draw lots to score points, and according to the written test results, the interviewers are determined from high scores to low scores according to the ratio of the number of recruits 1: 1.5.

(3) Physical examination

According to the total score of candidates (total score = written test score+interview score), rural primary school teachers take villages and towns as the unit, urban preschool education teachers follow the general recruitment plan, and secondary vocational education teachers follow the recruitment plans of various majors, and the physical examination personnel are determined from high score to low score. If there are parallel personnel, they will participate in the physical examination together. In the process of physical examination, if there are unqualified personnel, they will be replenished according to the total score from high to low. The contents and methods of physical examination refer to the Physical Examination Standards and Methods of Applicants for Teacher Qualification in Henan Province (Trial). The physical examination work is organized and implemented by the county human resources and social security bureau in conjunction with the county education and sports bureau.

(4) Political examination

For those who pass the physical examination, the county supervision, human resources and social security, and education departments jointly conduct political examination, focusing on reviewing the registration qualifications and law-abiding conditions.

(5) Employment

1. Determine the employment target from the qualified personnel in the political examination. Rural primary school teachers are employed in villages and towns, and those with high grades in the same school are given priority, and other personnel are transferred between schools recruiting teachers in villages and towns. City preschool teachers are hired as planned, and they are given priority in the same kindergarten. Other personnel are transferred between preschool schools that recruit teachers this time. Secondary vocational education teachers are employed according to the recruitment plan of each major.

2. All employees shall go through relevant employment procedures (issue administrative letters of introduction, conduct employment contract verification, handle personnel agency, etc.). After being notified by the county human resources and social security bureau.

3. The employed personnel have a limited service period of five years, during which they may not apply for job change for any reason.

4. The probation period system is implemented for new employees, and the probation period is one year. After the probation period expires, the employer will conduct a comprehensive assessment, and those who pass the assessment will go through the formalities of regularization and grading according to relevant regulations; Those who fail to pass the examination shall be disqualified after being approved by the competent education department and reported to the County Human Resources and Social Security Bureau for the record.
