In his article, Wu Xiande compared some bosses who maliciously defaulted on the wages of migrant workers to the contemporary "Zhou Pipi" and suggested that the state strengthen legislation and supervision to prevent the contemporary "Zhou Pipi" from exploiting the hard-earned money of migrant workers. And triggered a "wage storm" across the country.
