Jinan is one of the important birthplaces of Chinese civilization. Shun, the leader of a primitive tribe in China, was born and lived in Jinan (about 22nd century BC). Shun used to farm in Lishan, which is now Qianfo Mountain. Baotu Spring has a harmonious temple (built about 2000 years ago) and three sacred palaces dedicated to Yao, Shun and Yu.

The moat through which the spring water flows is the Eying River in the Northern Wei Dynasty. The river flows eastward, passing through the southern end of Jing Shun Street, and Jing Shun is in the north. If you look further northeast, you can point to the city cliff-Longshan cultural site, which also reminds people of pottery expert Dashun.

Jinan has a long history and is the birthplace of Longshan culture, a world-famous prehistoric culture. The Neolithic sites in this area include Chengziya, the Great Wall of Qi before Qin Changcheng, the painted Luohan in the Song Dynasty and the Giant Buddha in the Sui Dynasty (located in the Giant Buddha Village in Licheng District, which was built in the Sui Dynasty and is the largest Buddha statue in Shandong).

China's first collection of poems, The Book of Songs, contains Tan Ren's satirical poem Dadong, which is the earliest extant document about Jinan. Guo Tombstone Temple in Xiaotangshan, Jinan is the earliest existing ground building in China. The Simen Pagoda built in Sui Dynasty is the oldest existing stone pagoda in China, all of which are national key cultural relics protection units.

After Qin Shihuang unified the world, the county system was established. Jinan is now Jibei County, called Lixia. Jinan County was established in the early Han Dynasty, and this "Jinan" was the beginning.

Emperor Wendi of Sui Dynasty opened the emperor for three years, and changed Jinan County to qi zhou, still in Licheng. During the Sui and Tang Dynasties, Buddhism flourished in Jinan, leaving many Buddhist attractions. The main remains are the Simen Pagoda, Dragon Tiger Pagoda and Jiuding Pagoda in the Sixth Department of Licheng, as well as the grotto statues of Qianfo Mountain, Tongshan Mountain and Longdong Cave. Simen Pagoda is the oldest existing stone pagoda in China, together with the nearby statues of the Thousand Buddha Cliff Grottoes (including the Dragon Tiger Pagoda and the Jiuding Pagoda).
