Can I take pictures on the train?

I especially don't call my friend (conductor) who works on the train. He told me that it is ok to take photos and videos on the train, but don't infringe on other people's portrait rights and privacy rights.

The conductor you met said that taking pictures should be approved by the superior. I wonder what the purpose is. It should be wrong.
