In order to implement the spirit of the Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Personnel on the Trial Appointment System of Public Institutions (No.35 [2002] of the State Council) and actively promote the reform of the personnel system of public institutions, we hereby put forward the following opinions on the salary and treatment of the trial appointment system of public institutions.
First, the wages of employees.
1. Institutions that try out the personnel employment system should further deepen the reform of internal income distribution while establishing a new employment system with the employment system and post management as the basic contents, and gradually establish a distribution incentive mechanism that is compatible with the personnel system reform of institutions. To determine the salary of employed personnel, it is necessary to closely combine their job responsibilities and work performance, adhere to the combination of distribution according to work and distribution according to production factors, adhere to efficiency first, give consideration to fairness, and tilt to key positions and special positions.
2. The sources of funds are mainly institutions with financial allocations and institutions with financial support. Third, the treatment of those who have not been hired and those who have delayed signing employment contracts.
1. The treatment of the unemployed under the trial appointment system shall be determined by all regions and departments according to the actual situation, and shall be gradually reduced in an appropriate proportion during the period of unemployment, and the minimum shall not be lower than the minimum living guarantee standard stipulated by the people's government where the unemployed are located.
2. If the contract is postponed after being diagnosed with incurable serious diseases and mental illness, during the treatment period, the living allowance stipulated by the state shall be given during the sick leave period.
Four, the termination of the contract personnel treatment
1. When the employer pays the economic compensation to the dismissed personnel in accordance with the relevant provisions of Document No.35 [2002] issued by the State Council, it shall be calculated based on the average monthly salary actually received by me in the previous year.
If the average monthly salary actually received by the dismissed personnel in the previous year is lower than the sum of the fixed part of the wage structure and the subsidies prescribed by the state, it shall be calculated according to the sum of the fixed part of the wage structure and the subsidies prescribed by the state.
If the average monthly salary actually received by the dismissed personnel last year exceeds three times the local average monthly salary, it shall be calculated according to three times the local average monthly salary. 2. If the employer and the employee terminate the employment contract through consultation, and the employer and the employee unilaterally terminate the employment contract (excluding the unilateral termination of the employment contract at any time), after the state organs and institutions re-record (employ), the length of service of the dismissed personnel before dismissal and the calculate length after re-employment shall be the continuous length of service.
3. If the hired personnel unilaterally terminate the employment contract at any time due to reasons such as being hired or transferred to state organs, performing military service according to law, being admitted to ordinary colleges and universities, the working time before dismissal shall be calculated as the length of service.

Sixth, grasp policies and strict procedures.
The wage and welfare problems in the reform of personnel employment system in public institutions are highly policy-oriented and complicated, involving the vital interests of the broad masses of workers. Personnel departments and institutions at all levels should attach great importance to it, strictly grasp policies and procedures, and actively and steadily carry out this work.
When studying and formulating the salary distribution method for employees, public institutions should gradually standardize personal income according to the relevant national policies, carefully clean up various subsidies and subsidy income outside the policies, and realize the openness and transparency of employees' personal income.
