Can the Olympic identity registration card enter parks and museums for free?
Therefore, it is not easy for ordinary people (including foreigners) to apply for Olympic identity registration cards, because generally only the relevant Olympic staff designated by the International Olympic Committee can apply to the host country's Olympic Organizing Committee; According to the new regulations issued by the Ministry of Public Security, domestic residents can apply for a 90-day Olympic endorsement to and from Hong Kong and Macao with an Olympic identity registration card, which will expire after September 23rd. Foreigners can show their Olympic identity registration cards and cooperate with their passports and other identification documents to enter China visa-free during the Olympic Games. Individuals can also have this right for at least 65,438+0 years. At present, Beijing has issued 565,438+00,000 Olympic identity cards.

Olympic Identity and Accreditation Card (OIAC).
Introduction:
Olympic identity and registration cards refer to personal cards issued by the IOC through the OCOG. Cardholders have the right to participate in the Olympic Games. The card is the identity certificate of the cardholder, which defines the access rights and other privileges enjoyed by the cardholder in the Olympic Games. If necessary, the card can be used in combination with a passport or other valid travel documents, giving the holder the right to enter the country.
Beijing 2008 Olympic Games adopts two-stage registration procedures, namely, media registration by quantity and media registration by name.
On March 1 2007, the registration procedure was officially implemented. BOCOG began to distribute media registration forms and media registration guides in batches to Olympic committees and registered media organizations in various countries and regions, and distributed media accommodation guides, media charge card guides, media freight guides and media operation information. The deadline for NOC to return the Media Quantity Registration Form to BOCOG is June 6, 2007 (438+05). This is the first stage, and it is a registration procedure by quantity.
Next, from June 5438+065438+ 10/in 2007, we will enter the second stage, that is, the registration stage by name, when the media registration forms registered by name will be distributed to Olympic committees and registered media organizations in various countries and regions. The deadline for NOC and registered media organizations to send the Media Name Registration Application Form back to BOCOG is February 29th, 2008. From May, 2008, BOCOG Registration Center will begin to issue Olympic identity cards to Olympic Committees in all countries and regions. As we know, the ID card will be the proof of identity for all registered media to report the Olympic Games. From July 8, 2008, the Olympic Identity Registration Card will be used as a multiple-entry visa to China (including the Hong Kong Special Administrative Region).
After consultation with the International Paralympic Committee, the media registration for the Beijing 2008 Paralympic Games will be conducted in two stages, also according to the number and name of the media. Media registration for the entire Paralympic Games will be officially launched on September 4th, 2007.
Contents of "Olympic Registration"
"Olympic registration" actually has something in common with the certification mentioned before, but it is very different from the large-scale sports activities held in China in the past because of some special rules of the Olympic Games. Because of these differences, Olympic registration is also very different from the previous certification, because "certification" is only the last stage in the whole Olympic registration process, that is, the formation stage of the final results, and it is a very small part of the whole Olympic registration process. More and more arduous work will be done before and after this stage.
The purpose of Olympic registration
The purpose of Olympic registration is to identify people, confirm their functions and roles in the Olympic Games, and grant them the necessary authority. At the same time, it is necessary to show these rights through an intuitive document, so that they can perform their duties at the designated place during the Olympic Games. This certificate is the "passport" of the Olympic Games, which is the so-called Olympic identity registration card.
Olympic identity registration card is not an external symbol of privileged status, but a necessary tool to manage the huge crowd participating in the Olympic Games and ensure its convenient and orderly flow.
The final result of the Olympic Games registration work is to make, distribute and activate the Olympic identity registration card, which is what we call the "Olympic certificate".
The basis of Olympic registration
Olympic Games registration should be carried out within a certain range. The main basis is the Olympic Charter, the host city contract and the Beijing bid report. Of course, the two most direct documents are the Olympic Games Registration and User Registration Guide formulated by the International Olympic Committee and the Paralympic Games Registration Guide formulated by the International Paralympic Committee. All our work is carried out under the guidance of these two documents.
Article 55 of the Olympic Charter provides as follows:
Olympic identity registration card is a document that grants cardholders the qualification and right to participate in the Olympic Games. The Olympic identity registration card, together with the holder's passport or other official travel documents, constitutes a document that allows him to enter and leave the country where the Olympic host city is located. The card allows the cardholder to stay in the host country to perform the duties of the Olympic Games during the Olympic Games and within 65,438+0 months before and after the Olympic Games.
The IOC approves the issuance of Olympic identity registration cards to qualified personnel. The card allows the cardholder to enter the venues, places and activities necessary to perform Olympic duties, and it is under the jurisdiction of the Olympic Organizing Committee.
The IOC Executive Board is responsible for deciding who is eligible for the card and for stipulating the conditions and procedures for issuing the card. The Organizing Committee, IFs, NOCs and other relevant individuals and groups must abide by all manuals, guides, instructions and other guiding documents formulated by the IOC Executive Committee on this rule.
The Host City Contract signed between Beijing and the International Olympic Committee also confirmed that the Olympic Identity Registration Card is a valid visa for Olympic participants to enter China. It is clearly stipulated that the Olympic identity registration card is a document granting cardholders the right to participate in the Olympic Games, and all matters related to the Olympic identity registration card, including the conditions for its issuance and cancellation, are completely decided by the IOC Executive Committee. This identity registration card, when presented with a passport (or equivalent document) confirming the identity of the holder, constitutes a document allowing the holder to enter and leave the host country.
Beijing Olympic Games Identity Registration Card
In the report on Beijing's bid for the Olympic Games, the Chinese government also solemnly promised that it would strictly abide by the provisions of the Olympic Charter and agreed to recognize all Olympic identity registration cards issued by BOCOG as valid visas for multiple entry and exit from China during the Olympic Games and within one month before and after.
In other words, if you have an Olympic identity registration card, you don't need to apply for an entry visa in our overseas institutions. Cardholders can enter China with Olympic identity registration card and valid passport.
In addition to serving as an "entry visa" for Olympic participants, the Olympic identity registration card also has the following functions:
Ensure that qualified and legal people can participate in the Olympic Games;
Restrict participants from entering the venue necessary for performing official duties, and restrict unauthorized personnel from entering the area;
Ensure that personnel arrive at all venues in an orderly manner.
According to the overall work plan jointly formulated by BOCOG and IOC, BOCOG started the registration preparation on 200 1. Up to now, we have not only completed the preliminary planning work, but also formulated the registration strategic planning and registration operation outline of BOCOG. At present, we are studying and formulating the registration policies and procedures of BOCOG, and this work will continue until the end of this year. In the first half of next year, we will decide with the security department what kind of document inspection method and production technology to adopt. In August next year, the specifications, materials and technology of the Olympic registration card will be determined and submitted to the International Olympic Committee for approval. It is expected that by June 2007, the registration system will be completed and put into use. By the beginning of 2008, the production system of Olympic accreditation cards, that is, the production line of Olympic accreditation cards, will be completed. In April 2008, mass production and printing of Olympic identity cards began, and they were delivered to members of the Olympic family before they left their home countries for China. When a cardholder enters the country with an identity registration card, he can choose to activate the identity registration card at the registration center set up by BOCOG. The reason is that according to the relevant regulations of the International Olympic Committee, the ID card can only be used as an entry visa before it is opened, and it is not allowed to enter any Olympic venues. Only after it is activated can it be allowed to enter the Olympic venues. So in July 2008, one month before the opening of the Olympic Games, the ID card will be activated.
As a registration department, customers cover all participants of the Olympic Games (except spectators). These three parts are composed of: first, members of the Olympic family, including: the International Olympic Committee and its staff; IFs and their staff; National and regional Olympic committees and their staff; Sports delegations from various countries and regions; Organizing Committee of the host city; Global partners such as the International Olympic Committee. These people are collectively called members of the Olympic family. Second, broadcasters and the media, in which broadcasters refer to the staff responsible for TV broadcasting to global audiences during the Beijing Olympic Games; Media refers to the practitioners of text and picture media. Third, the Olympic staff, including the official staff of BOCOG; Staff seconded from government agencies; A large number of volunteers; Contract employees who provide various services for BOCOG according to contracts and agreements; Cast members who perform in the opening and closing ceremonies of the Olympic Games and cultural activities; And Olympic security personnel. We roughly estimate that the total registered number of Beijing Olympic Games may reach about 270,000. This figure does not include Paralympic staff. According to the past situation, the number of registered people in the Paralympic Games will be about one third of that in the Olympic Games.
IOC and IPC define different registration levels and different types of documents in their documents. There are as many as 50 kinds of Olympic identity cards, involving as many as 144 kinds of people; There are 45 kinds of Paralympic Games certificates, involving 8 1 kind of personnel.
Judging from the three Olympic Games in Atlanta, Sydney and Athens, the number of people who applied for registration was about 260,000, but the number of ID cards actually produced was about 240,000, and even fewer were actually activated. Only 6.5438+0.76 million Olympic identity cards were finally activated for the Athens Olympic Games.
Registration cards for previous Olympic Games
First of all, 1984 is the document used for the Los Angeles Olympic Games, which is a very common document without anti-counterfeiting measures. 1988 There is no difference between the registration card for the Seoul Olympic Games and the Los Angeles Olympic Games. 1992 the size and specifications of the documents used for the Barcelona Olympic games are slightly larger than those of the previous two sessions, but there has been no obvious change. 1996 during the Atlanta Olympic Games, a useful attempt was made in the production of identity cards. In addition to ordinary documents, 60,000 special documents for entering and leaving the Olympic Village were made and registered, and rfid technology was used in these documents, which was the only time in the history of the Olympic Games to use high technology. The 2000 Sydney Olympic Games summed up the experience and lessons of Atlanta, and did not try to use new technology on identity cards. The identity card has returned to the situation before Atlanta. After the "9. 1 1 incident", the identity registration card used in the Salt Lake City Winter Olympics still uses special paper, which is very similar to paper money, and no other advanced anti-counterfeiting measures have been seen.
Before the 2004 Athens Olympic Games, the Athens Olympic Organizing Committee had considered several different technical schemes to ensure the security of the ID card. It mainly includes rfid contactless radio frequency card, microchip embedded contact chip, embedded chip combined with biometric technology (fingerprint and face image), optically variable ink, biological anti-counterfeiting ink, three-dimensional bar code and so on. But in the end, rfid and chip scheme were not adopted, but high-grade anti-counterfeiting printing production technology was decided. The Athens Organizing Committee selected the Japanese letterpress printing company to provide it with the production technology and equipment for Olympic registration cards, and produced 70,485 large family registration cards, including 58,576 large family registration cards and 1 1909 large family registration cards. The identity registration card made by this technology has many anti-counterfeiting points, mainly including: digital photos printed with special anti-counterfeiting ink, hidden photos printed with ultraviolet ink, digital anti-counterfeiting graphics printed on the background floor, digital holographic graphics made with micro-printing, stereoscopic vision and multi-layer visual anti-counterfeiting technology, characters printed with special anti-counterfeiting ink at designated positions and personal information of the cardholder (invisible under natural light). In addition, when the cardholder activates the identity registration card after entering the country, the laser refraction anti-counterfeiting label should be attached to the certificate.
In addition, the Athens Organizing Committee also produced 65,438+082,293 registration cards for the Olympic and Paralympic Games staff by using the digital imaging system provided by Kodak Company, including 65,438+059,602 for the Olympic Games and 22,696,5438+0 for the Paralympic Games. However, because the staff's identity registration card can't be used as an "entry visa", its security level is far lower than that of members of the Olympic family, so the manufacturing and anti-counterfeiting technology is relatively simple.
Although the Athens Organizing Committee adopted bar code technology and advanced anti-counterfeiting technology on the identity registration cards, no machine-readable equipment was installed in the venues during the Olympic Games, and the authenticity of the documents was basically recognized by the naked eye.
restraining factor
For the 2008 Beijing Olympic Games, what kind of document anti-counterfeiting technology should be adopted still needs to be carefully analyzed and studied, but one thing is certain, that is, the actual situation in China must be taken into account to meet our needs. In this process, we need to consider the following constraints:
One is the application record of a certain technology, that is, whether it has been successfully applied in large-scale sports and cultural activities such as the Olympic Games;
The second is the security of database access and registration system, and whether the application of new technology will bring negative influence to the registration system; Whether it may endanger the security of registered data;
Third, remote access inquiry and network support, considering the networking needs of all venues and registration centers in Beijing, Hong Kong, Qingdao and four football match cities during the Olympic Games, correctly evaluate whether the technology of making identity registration cards can get the necessary network support;
The fourth is the compatibility of the system, that is, whether a certain technology is compatible with the registration system used by BOCOG and whether it is necessary to develop a new supporting platform;
Fifthly, the operability in ID card production and inspection, whether the production technology can be used in both mass production lines and real-time production systems of venue registration centers, whether it is convenient for security departments to conduct on-site inspection, and whether the inspection speed is within an acceptable range;
Sixth, the equipment demand and financial cost are not only the cost of the technology itself, but also the cost of the background support equipment it needs. The total investment cost is a very important factor in the final choice of technical scheme.
anti-counterfeiting technology
At present, BOCOG is cooperating with China Anti-counterfeiting Technology Association, entrusting China Anti-counterfeiting Technology Association to organize experts in the document anti-counterfeiting industry to conduct research and evaluation in this respect, and make suggestions to BOCOG. Here, I am pleased to tell you that just today, BOCOG Games Service Department and China Anti-counterfeiting Technology Association signed a service contract for the investigation and evaluation of anti-counterfeiting technology of Olympic documents, marking the official start of this work. We sincerely hope to get the strong support and help from all the experts and colleagues present here and make joint efforts for the anti-counterfeiting work of Olympic documents.
