There is a difference.

Changde Normal School was founded in 1947 by private capital and was originally called Changde County Simple Normal School. In 1953, it was renamed Changde Normal School of Hunan Province. In November 2003, the school added the name of Changde Tourism School. In 2005, Changde Normal University passed a special evaluation organized by the Provincial Department of Education and was identified as one of the four primary and kindergarten teacher training bases in the province.

Changde Normal University was established in 1958 and was renamed Hunan University of Arts and Sciences in 2003. It is a multi-disciplinary full-time general undergraduate institution. The school recruits students from 31 provinces (municipalities and autonomous regions) across the country, and currently has more than 23,000 full-time undergraduate students. In 2004, the school was approved to recruit foreign students. It was one of the first local institutions in Hunan Province to receive approval from the Ministry of Education to host Sino-foreign cooperative undergraduate education projects.

The differences between the two schools are as follows:

Changde Normal School is a technical secondary school + vocational college. Students can choose to attend Changde Normal School after graduating from junior high school, or they can also choose this school after graduating from high school.

Changde Normal University is a second-tier university, and students must take the college entrance examination to enter.

The educational goal of Changde Normal School is to train primary school and kindergarten teachers.

The educational goal of Changde Normal University is to cultivate comprehensive talents.

Note that Changde Normal University was renamed Hunan University of Arts and Sciences in 2003.
