By the end of 2004, Yunnan tours had developed to the point where a "Beijing-Kunming, Dali, and Lijiang 6-day double flight" could be purchased for 1,700 yuan;

In 2005, this pattern also appeared frequently in tours to five cities in East China and tours to Jiuzhaigou and Chengdu;

Subsequently, the "zero negative tour fee" phenomenon spread across the country.
