the tourism resources mentioned in these regulations refer to natural landscapes, cultural landscapes, folk customs and other things that have ornamental and sightseeing values, can attract tourists, can be developed and utilized for tourism, and can generate economic and social benefits.

the tourism industry as mentioned in these regulations refers to an industry that uses tourism resources and facilities exclusively or mainly to receive tourists and provide them with paid services such as transportation, sightseeing, catering, accommodation, shopping, culture, entertainment and leisure. Article 3 To develop tourism, we must adhere to the principle of integrating economic benefits, social benefits and environmental benefits, correctly handle the relationship between tourism and other industries, make unified planning, rationally develop and manage according to law, and realize the sustainable development of tourism. Article 4 The people's governments at or above the county level shall strengthen their leadership over tourism, establish a coordination system for tourism, and promote the coordinated development of tourism and other industries. Article 5 The tourism administrative departments of the people's governments at or above the county level (hereinafter referred to as the tourism administrative departments) shall be responsible for the tourism management within their respective administrative areas.

Tourism projects approved by the provincial people's government as key development and construction shall be supervised and implemented by the provincial tourism administrative department in conjunction with relevant administrative departments.

disputes arising from the development and utilization of cross-border tourism resources in neighboring areas shall be decided by the people's government at the next higher level. Eleventh tourist attractions (spots) construction should protect the original features, and shall not change the important topography and landforms without authorization; Highlighting local and national characteristics and improving cultural taste are informative, interesting, ornamental and participatory.

it is forbidden to set up enterprises that damage the ecological environment and build buildings or structures that affect the landscape in scenic spots (spots); Prohibit illegal quarrying, mining, dredging, building graves, cutting trees, exceeding the standard discharge of pollutants and other acts that damage the ecological environment. Twelfth tourist attractions (spots) management agencies shall, according to the requirements of tourism development planning, formulate management measures, set up boundary signs around the scenic spots (spots), support the construction of tourism infrastructure, do a good job in safety prevention and hygiene, maintain the order of scenic spots (spots), and protect the natural and cultural landscape and tourism environment. Thirteenth people's governments at or above the county level shall increase investment in tourism resources development and infrastructure construction, organize tourism promotion activities, train tourism professionals, improve the quality of tourism professionals, and optimize the tourism development environment. Fourteenth people's governments at or above the county level shall, according to local conditions and market needs, support the development of tourism commodities with local characteristics and national characteristics; Support ethnic minority areas and poverty-stricken areas to develop tourism; Encourage and support domestic and foreign organizations and individuals to invest and develop tourism resources and operate tourism according to law. Fifteenth tourism administrative departments should support tourism operators to develop cross-provincial and cross-border tourism projects and develop tourism activities inside and outside the province. Chapter iii tourism management article 16 tourism operators shall enjoy the following rights:

(1) refusing inspections that violate legal procedures;

(2) Rejecting illegal charges and apportionment;

(3) refusing to provide free services;

(4) requiring tourism administrative departments and other administrative departments to keep business secrets for them;

(5) other rights stipulated by relevant laws and regulations. Article 17 Tourism operators shall abide by the following provisions:

(1) Establish a management system and provide services in accordance with national and industrial standards, business scope and tourism contracts;

(3) Provide legal education, professional ethics education and vocational skills training for employees to improve service quality;

(4) Do not provide services that violate national customs and habits, hinder freedom of religious belief, undermine personal dignity and violate social morality;

(5) Do not make false advertisements or propagandizes on the service scope, contents and standards;

(6) Do not cheat or blackmail tourists, or cheat or coerce tourists to accept services or buy commodities;

(7) unfair means shall not be used for market competition;

(8) accept the guidance and supervision of the tourism administrative departments and relevant administrative departments;

(9) Other provisions of relevant laws and regulations.
