The Law of the People's Republic of China on the Administration of Exit and Entry of Chinese Citizens stipulates

Article 11 China citizens who want to leave or enter the country shall submit their passports or other travel documents and other exit and entry documents to the entry-exit frontier inspection authorities, and go through the prescribed procedures before leaving or entering the country.

Article 12 China citizens are not allowed to leave the country under any of the following circumstances:

Article 13 China citizens who have settled abroad who wish to return to China for settlement shall apply to the Chinese people's embassies, consulates or other overseas institutions entrusted by the Ministry of Foreign Affairs before entering the country, or they may apply to the overseas Chinese affairs department of the local people's government at or above the county level through their own relatives.

Article 14 If China citizens who have settled abroad need to provide identification when handling financial, educational, medical, transportation, telecommunications, social insurance, property registration and other matters in China, they can prove their identity by their passports.
