2. Conditions to enjoy subsidies
(1) The operator must be a market entity that has obtained a legal business license.

(3) The lessee signs the lease relationship and rent reduction and exemption.
3. The subsidy ratio encourages the operator to reduce or exempt the rent during the epidemic period in full or in a large proportion, and the leasing parties help each other to tide over the difficulties and seek development. If the rent reduction ratio is below 5%, the finance will not subsidize it; Rent reduction and exemption ratio is between 5% and 75% (both inclusive), 2% of the financial subsidy reduction and exemption; If the rent reduction ratio is above 75%, the financial subsidy will be reduced by 3%.

(3) For small and micro enterprises and individual industrial and commercial households in the service industry that have difficulties in renting non-state-owned houses for operation, the lessor is encouraged to consider the actual difficulties of the lessee and reduce or postpone the collection of house rent on the basis of equal consultation between the two parties.
