About tour guide certificate and tour leader certificate

A tour leader for outbound tourism refers to one who has obtained an outbound tourism tour escort certificate (hereinafter referred to as the "tour leader certificate") in accordance with the "Measures for the Management of Outbound Tourism Tour Leaders" (hereinafter referred to as the "Tour Leader Management Law"), and accepts Personnel appointed by an international travel agency with the right to operate outbound tourism business (hereinafter referred to as the "tour organizing agency") to engage in outbound tourism tour escort work.

Conditions for applying for a tour escort certificate (see comments below)

Persons applying for a tour escort certificate must meet the following conditions: love the motherland, abide by laws and regulations; be Chinese citizens with full capacity for civil conduct; travel agency personnel who can effectively assume the responsibility of tour escort; and be familiar with the relevant conditions of the tourist destination country or region.

Persons who have been disqualified as a team leader are not allowed to apply for registration of a team leader certificate again.

Process for applying for a team leader certificate

(1) Submit the following application materials: Personnel applying for a team leader certificate. Registration form; certificate of competency for tour leader issued by the organizing agency; business training certificate for the person applying for tour leader certificate

(2) Application procedure: The tour organizer shall submit the tour leader certificate to the local provincial or authorized place. The tourism administrative department at or above the municipal level shall apply; the tourism administrative department shall issue the tour escort certificate to the qualified person applying for the tour escort certificate within 15 working days from the date of receipt of the application materials, and register and file the tour escort certificate. Tour leader certificates must be issued in accordance with the law based on the legitimate business needs of the organizing agency.
