From Article 8 of the Travel Agency Regulations: A travel agency that has obtained a business license for two years and has not been fined by the administrative organ for infringing on the legitimate rights and interests of tourists may apply for outbound travel business.

Article 10 of the Travel Agency Regulations stipulates that when a travel agency establishes a branch, it shall register its establishment with the administrative department for industry and commerce where the branch is located with a copy of the Travel Agency Business License, and shall file with the tourism administrative department where the branch is located within 3 working days from the date of establishment registration.

Article 18 of the Travel Agency Regulations stipulates that if a travel agency is fined by the administrative organ for infringing the legitimate rights and interests of tourists after the tourism administrative department has used the quality deposit to compensate tourists for their losses or reduced the quality deposit according to law, it shall make up the quality deposit within 5 working days from the date of receiving the notice from the tourism administrative department to make up the quality deposit.
