There is no problem for foreigners to apply for a border permit. The border permit is only available to Chinese citizens over 16 years old and Chinese compatriots holding Chinese passports. Foreigners who want to enter Tibet, whether only in Lhasa or elsewhere, must apply for the "Letter of Approval for Foreigners to Enter Tibet" issued by the Tibet Autonomous Region Tourism Bureau TTB in advance, and they must travel with a group, which is a national regulation.
