Chapter 1 General Provisions Article 1 In order to strengthen the management of the tourism industry, rationally develop, utilize and protect tourism resources, regulate the order of the tourism market, safeguard the legitimate rights and interests of tourists and tourism operators, and promote the development of the tourism industry, These regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of this city. Article 2 These regulations shall apply to the development of tourism resources, operation of tourism business, engagement in tourism management and tourism activities within the administrative area of ??this city. Article 3 The development of tourism shall follow the principles of equal emphasis on the development, utilization and protection of tourism resources, and the unification of social, economic and environmental benefits, give full play to the location advantages of tourism resources, and highlight national and local characteristics. Article 4 The tourism administrative department of the Municipal People’s Government is responsible for the supervision and management of tourism in the city. The tourism administrative department of the Banner County People's Government is responsible for the supervision and management of tourism within its own administrative region.
Relevant departments of the municipal, banner, county and district people's governments shall do a good job in relevant tourism supervision and management in accordance with their respective responsibilities. Chapter 2 Tourism Planning and Development Article 5 Municipal, banner, county and district people's governments shall incorporate the development of tourism into the national economic and social development plans of the region, formulate preferential policies, encourage domestic and foreign organizations and individuals to invest in the development of tourism resources and operate tourism business. Article 6 The people's governments of cities, banners, counties and districts shall set up special funds for tourism development, include them in the annual fiscal budget, and increase them year by year, specifically for tourism publicity and promotion, the preparation of tourism plans and the construction of tourism infrastructure. Article 7 Tourism development planning shall be coordinated with the overall land use plan, ecological protection plan, urban construction overall plan and cultural industry and other related industry development plans.

Article 13 Tourism operators may establish or join tourism industry associations in accordance with the law. Industry associations should formulate industry service standards, strengthen industry self-discipline, provide services to members, organize market expansion, participate in tourism promotions, release market information, promote tourism products, conduct industry training and exchanges and other activities to promote the development of the tourism industry. Article 14: Implement an A-level assessment and review system for tourist areas (spots).
A-level tourist areas (spots) should provide services in accordance with national standards.
Tourist areas (spots) that have not been rated as A-level shall not use A-level titles or signs for publicity or operation. Article 15 Tourist areas (spots) that have not yet been included in the tourism development plans of cities, banners, counties, and districts and have received tourists before the promulgation and implementation of these Regulations shall be subject to review by the tourism administrative department and meet the following standards:

(7) Environmental quality such as air, noise and water meet national standards. Article 16 The following behaviors are prohibited within tourist areas (spots) and their planned control areas:

(2) ) Dumping garbage, sewage, and discharging pollutants beyond standards;
(3) Quarrying, mining, sand dredging, deforestation, burning wasteland, hunting, grazing, and building graves;

Article 17 To open a travel agency, an application must be submitted to the tourism administrative department of the Municipal People's Government, and a "Travel Agency Business License" must be obtained upon approval, and must be approved and registered by the industrial and commercial administrative department to obtain a business license.
