Cao joined the company in February 216 as the manager of a project engineering department, mainly responsible for engineering maintenance and facility maintenance services, as well as personnel and attendance management of department employees. Among the employees who took the salary falsely, three of them were Cao's mother-in-law, his wife and his 16-year-old son.
in the face of interrogation by the public security organs, Cao admitted that he had falsely recruited employees and received wages from the company, but argued that the basic salary paid by the company was received by the recruited personnel, and the extra part was set up as a small treasury of the project department to pay the bonuses of existing employees.

Is the fact really as Cao said? Many of Cao's employees did not recognize his statement, and unanimously stated that all his wages were paid directly to the salary card from the company account. The manager Cao did not give subsidies privately, nor did he set up bonuses or fund group activities such as gatherings, tours and group construction.
Chen Mou, as a subordinate of Cao, is the concrete manager of Cao's fictional employment and empty salary. According to Chen Mou's confession, as early as October 216, at Cao's instigation, he applied for false employment for the identity information brought by Cao. Before the incident, * * * applied for false employment for eight "employees" and made time sheets and other materials for these people. These "employees" also include Chen Mou's husband, cousin and others. According to Cao's request, Chen Mou regularly summarizes the money on his relatives' salary cards and then transfers it to Cao. In return, Cao will also give a small part of his "empty salary" to Chen Mou and give her a certain "salary increase".
after investigation, Cao took advantage of his position during his tenure from February 216 to December 22, and instructed his subordinate Chen Mou to take charge of the specific handling, falsely increasing the employment of eight people and the attendance hours, etc. * * * defrauded the corresponding personnel of wages and overtime pay totaling RMB 1.97 million. Cao Mou and Chen Mou confessed to the above-mentioned criminal facts, and were willing to plead guilty and admit punishment, and returned most of the money they occupied to the company during the review and arrest.
The prosecutor believes that Cao Mou and Chen Mou illegally took the property of the injured unit for themselves, and the amount is huge. Their actions violated the first paragraph of Article 271 of the Criminal Law of the People's Republic of China. The facts of the crime are clear and the evidence is indeed sufficient. They should be investigated for criminal responsibility for the crime of embezzlement by taking advantage of their posts.
Cao, as the project manager of the company, has the authority to adjust the salary performance, overtime pay and allowances of employees, but being in charge of the project is not "keeping farmland for himself", and the power given by the company should not be abused. As a manager, Cao could not control his greed and ended up stealing chickens and not eating rice.
