Regulations of Haibei Tibetan Autonomous Prefecture on Global Tourism Promotion

Chapter I General Provisions Article 1 In order to promote the high-quality development of tourism in Quanzhou, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Tourism Regulations of Qinghai Province and other relevant laws and regulations, combined with the actual situation of this state. Article 2 These Regulations shall apply to the planning, construction, operation, service and management activities within the administrative area of this state to promote the development of global tourism.

The term "global tourism" as mentioned in these Regulations refers to a tourism development model that takes the national administrative region as a complete tourism destination, takes tourism as a dominant industry, integrates tourism resources in the region, makes unified planning and overall management, implements global construction, industry-wide integration, panoramic construction, national participation, all-factor promotion and system-wide marketing, and realizes global tourism development, high-quality tourism supply, standardized tourism governance and maximum tourism benefits.

Global tourism development involving national parks, nature reserves and other management areas shall comply with relevant laws and regulations. Article 3 To promote global tourism development, we should adhere to overall planning, coordination and comprehensive development; Ecological priority, green development; Based on national conditions, characteristic development; Reform and innovation, the principle of connotation development, and realize the enjoyment of the whole industry and the whole people. Article 4 The state and county people's governments shall strengthen organizational leadership, improve the leading institutions of global tourism development, and establish a comprehensive coordination mechanism of party committee leadership, government overall planning, departmental linkage and regional coordination.

Tourism authorities are responsible for the integration and planning of global tourism resources, tourism development and industrial promotion, tourism supervision and management and comprehensive law enforcement, tourism marketing promotion and image enhancement, tourism service and fund management, tourism data statistics and comprehensive evaluation.

Development and reform, industrial informationization, transportation, agriculture and animal husbandry science and technology, housing construction, natural resources, ecological environment, forestry and grassland, emergency management, market supervision, health, ethnic and religious affairs, finance, water conservancy, education, public security, poverty alleviation and other relevant departments shall, according to their respective functions and duties, do a good job in promoting the development of tourism in the whole region.

Township people's governments shall cooperate with relevant departments to do a good job in environmental protection, resource development, safety supervision, order maintenance, dispute resolution, and civilized tourism publicity in the development of global tourism.

Village (neighborhood) committees assist relevant departments to promote global tourism, educate village (neighborhood) people to abide by laws and regulations, improve the quality of civilization, and enhance their awareness of participating in global tourism. Fifth state and county people's governments should encourage tourism industry associations and chambers of commerce to play the role of service, guidance, coordination and supervision, mediate tourism disputes, and organize professional ethics education and business training.

Encourage social organizations and citizens to actively participate in tourism voluntary activities and provide voluntary services in information consultation, translation reception, order maintenance, emergency rescue, civilized supervision and guidance. Sixth state and county people's governments shall set up special funds for tourism development according to the global tourism development plan, which shall be included in the annual budget and increased year by year according to the development needs.

The special funds for tourism development are mainly used for tourism planning, scenic spot construction, tourism promotion, tourism commodity research and development, tourism service facilities construction, rural tourism construction, smart tourism construction and tourism education and training. Seventh state and county people's governments should improve the global tourism talent training, introduction, use, evaluation and incentive mechanism, and accelerate the construction of tourism talent team. Eighth state and county people's governments shall incorporate the development of global tourism into the target assessment system and implement target assessment management. Chapter II Planning and Implementation Article 9 The people's governments of prefectures and counties shall incorporate the development of global tourism into their national economic and social development plans and annual plans. Tenth state and county tourism authorities shall, according to the national and provincial planning, organize the preparation of the global tourism development plan. The National Tourism Administration guides all counties to work out a global tourism development plan. County tourism authorities may, according to the global tourism development plan, formulate special plans and new business plans for various tourism industries.

After the completion of all kinds of tourism planning, the people's government at the same level shall apply to the competent tourism department at a higher level for organizational review. After the review is passed, it shall be approved and implemented by the people's government at the same level and reported to the competent tourism department at a higher level. Without the approval of legal procedures, it shall not be modified or changed without authorization.

The global tourism development planning should be based on the land and space planning, and be connected with the overall urban planning, the overall land use planning, the ecological environment protection planning and the protection and utilization planning of other natural and human resources.

Development and reform, natural resources, transportation, ecological environment and other departments should seek the opinions of the tourism authorities at the same level when preparing relevant special plans, coordinate the development needs of global tourism, and reserve development space for global tourism. Eleventh scenic spot management agencies shall, according to the global tourism development plan, solicit the opinions of relevant departments, the public and experts, prepare the scenic spot plan, and report it to the people's government at the same level for approval before implementation.

Scenic spots should be developed and constructed in strict accordance with the planning, and shall not be changed without authorization. If it is really necessary to change, it shall be submitted for approval in strict accordance with the original examination and approval procedures. Do not meet the planning, shall not be built, rebuilt or expanded.

Scenic area management agencies and development operators shall establish a participation and benefit mechanism for farmers and herdsmen in scenic areas to safeguard the interests of farmers and herdsmen in scenic areas.
