I want to open a travel agency, what procedures are required?

According to the "Tourism Law of the People's Republic of China":

Article 8 When applying for the establishment of a travel agency, a quality guarantee deposit shall be paid to the tourism administrative department in accordance with the following standards:

(1) If an international travel agency operates inbound tourism business, it must pay RMB 600,000, and if it operates outbound tourism business, it must pay RMB 1.2 million.

(2) Domestic travel agencies, pay RMB 200,000.

The quality deposit and the interest generated during the period under the management of the tourism administrative department belong to the travel agency. The tourism administrative department can withdraw a certain proportion of management fees from the interest in accordance with relevant national regulations.

(3) Scope of application of quality guarantee deposit:

(1) The travel agency violates the travel contract and infringes upon the legitimate rights and interests of tourists, which is verified by the tourism administrative department.

(2) The travel agency causes loss of travel expenses paid by tourists due to dissolution, bankruptcy or other reasons.

The effective period for requesting quality deposit compensation is 90 days, calculated from the time when the claimant was infringed upon.

(4) Inapplicable circumstances of quality deposit

(1) The travel agency cannot perform the contract due to force majeure factors.

(2) Tourists suffer personal or property accidents during travel.

(3) Other economic disputes other than applicable margin situations.

(4) Exceeding the prescribed limitation period.

(5) The judicial authority has accepted the case.

Article 10 To apply for the establishment of a travel agency, the following documents shall be submitted:

(1) Application for establishment.

(2) Feasibility study report on establishing a travel agency.

(3) Travel agency charter.

(4) Resumes of travel agency managers and deputy managers and qualification certificates as specified in Item 3 of Article 6 of these Regulations.

(5) Fund credit certificate issued by the bank where the account is opened, and capital verification report issued by the certified public accountant and its accounting firm or audit firm.

(6) Proof of business location.

(7) Proof of operating equipment.

Article 11 After receiving the application, the tourism administrative department shall review it according to the following principles:

(1) It conforms to the tourism development plan.

(2) Meet the needs of the tourism market.

(3) Meet the conditions specified in Article 6 of these Regulations.

The tourism administrative department shall make a decision of approval or disapproval within 30 days from the date of receipt of the application and notify the applicant.

Article 12 The tourism administrative department shall issue a "Travel Agency Business License" to the approved applicant, and the applicant shall obtain a business license from the industrial and commercial administrative agency with the "Travel Agency Business License" .

Those who have not obtained the "Travel Agency Business License" are not allowed to engage in tourism business.
